Separate sealed (hard copy) bids for I-49/Highway 265 Utility Relocations, ARDOT Project No. 090621, HWEI Project No. 2024018 will be received by Springdale Water Utilities at 526 Oak Avenue, Springdale, Arkansas 72764 until 1:30 P.M. (local time), on Thursday, May 7, 2026, at which time and location bids will be opened publicly and read aloud. Bids shall be addressed “Springdale Water Utilities, P.O. Box 769, Springdale, Arkansas 72764”, and shall be labeled “Bid for I-49/Highway265 Utility Relocations (HWEI Project No.: 2024018)”. Bidders shall include their Arkansas license number on the outside of their sealed bids. Any bid received after the scheduled opening time will be returned unopened.
This project includes the utility relocations for the I-49/Highway 265 project including the relocation of publicly owned utilities to precede the roadway improvements by the Arkansas Department of Transportation (ARDOT). The ARDOT project includes bridges over Oak Street, Highway 71B, Highway 265, two cul-de-sacs at Graham Road, Railroad Crossing, and roadway improvements. The utility relocation project will consist of an estimated 2,700 linear feet of 48-inch water main, 9,530 linear feet of 8 to16-inch water main, 4,140 linear feet of 8 to 66-inch steel encasement, 5,760 linear feet of 4 to12-inch sanitary sewer, and water/sewer appurtenances.

Bidders will be required to inform themselves of all Addenda duly issued in accordance with the requirements provided in the Instructions to Bidders. Information regarding the number of Addenda that have been duly issued can be obtained from QuestCDN.
Each Bidder must deposit with their Bid, security in the amount, form and subject to the conditions provided in the Instructions to Bidders.
All Bidders must be licensed in conformance with the Arkansas State Licensing Law for Commercial Contractors as defined in Arkansas Code 17-25-101 and related statutes.
A Pre-Bid Conference with mandatory attendance by a representative of all prime Bidders for this project will be held at the Springdale Water Utilities (Owner) located at 526 Oak Avenue, Springdale AR 72764, on Thursday, April 30, 2026, at 2:30 P.M.
The Owner reserves the right to waive any informalities and reject any and all Bids. Bids shall remain firm for a period not to exceed 60 days from the Bid opening date.
This publication was paid for by the Springdale Water Utilities and the cost of the publication is $483.56 per Arkansas Act 954 of 2021.
