Separate sealed Bids for the construction of a manganese removal facility at the Alma Water Treatment Plant will be received by the City of Alma at the office of City Hall, 804 Fayetteville Avenue, Alma, AR 72921 until 2:00 PM on April 8, 2025 and then at said office publicly opened and read aloud.
The Issuing Office for the Bidding Documents is McClelland Consulting Engineers, Inc., 1580 E. Stearns Street, Fayetteville, AR 72703, (479) 443-2377. Digital copies of the bid documents are available at http://www.mce.us.com for a fee of $22.00. These documents may be downloaded by selecting this project from the “Current Bids” link, and by entering Quest Project Number 9371691 on the “Browse Projects” page. Addendums to the bid package will be issued through the online MCE Plan Holders List; therefore, all prime bidders shall be responsible for downloading the bid documents from the MCE online plan room in order to be included in the Plan Holders List and submit a Bid. Bidders must enter the addenda numbers in the Proposal to verify receipt.
Any contract or contracts awarded under this invitation for bids will be subject to the requirements of the Arkansas State Revolving Fund (SRF) Program as described in the contract documents.
All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the President’s Executive Order 11246, as amended. The requirements for Bidders and Contractors under this order are explained in the specifications.
A non-mandatory pre-bid meeting will be held at the Alma Water Treatment Plant, 643 City Park Road, Alma, AR 72921 at 10:00 AM on March 18, 2025.
Each Bidder must comply with the requirements, terms, and conditions of the Arkansas Natural Resources Commission, the Disadvantaged, Minority and Women Business Enterprise (DBE/MBE/WBE) requirements, the Consolidated Appropriations Act of 2014 (Public Law 113-76) including the “American Iron and Steel (AIS)” requirement, Build America Buy America Act requirements, Labor Standards, Equal Employment Opportunity, and the “Prohibition on certain telecommunication and video surveillance services or equipment provisions” during the performance of this contract. The Bidder commits itself to the requirements for the participation contained herein and all other requirements, terms, and conditions of these bid conditions by submitting a properly signed Bid. Each requirement listed above for the SRF program is in the Supplemental Conditions in the Contract Documents.
This publication was paid for by the City of Alma, and the cost of the publication is $408.20, per Arkansas Code 14-55-208 and related statutes.
