Senior Citizen Park Renovation
for the City of St. Johns, Michigan

General Information:
The City of St. Johns has received a Michigan Department of Natural Resources Passport Grant for
the Senior Citizen Park. This project will include renovating the Senior Citizen Park. The renovation
will include conversion of tennis courts to 6 pickleball courts, parking lot south of the pickleball courts,
sidewalk, benches, drinking fountain and landscaping. We have included a sample rendering of the
park that was submitted with the grant. You are responsible for verifying location of all items both
existing and proposed.
The City of St. Johns is accepting proposals for a prime professional that will provide for the design,
cost estimates, bid documents, as built drawings and construction management for the renovation of
the Senior Citizen Park Located at 209 W. Gibbs St. This project is being partially funded by a
Michigan Department of Natural Resources Passport Grant, and the project must comply with all
Michigan DNR grant agreement requirements. Please submit proposal to the City of St. Johns by
10:00 AM on Thursday, May 7, 2026. Staff will review the proposals and make a recommendation to
the City Commission. The proposal review will be based on the overall costs of services, relevant
experience, and design ideas which create a facility that is efficient, easy to maintain and within the
project budget.

Project must comply with all guidelines for Michigan Department of Natural Resources Development
Grant Project Procedures Booklet, IC 1912.
Criteria for Selection:
The City of St. Johns will manage this stage of the project, including circulating the Request for
Proposals, fielding questions on the project, reviewing proposals and making a recommendation on

the bid award. The Michigan Department of Natural Resources must approve all vendor selections
before a contract is issued.
Proposal Requirements and Format:
1. Provide examples of other MDNR projects worked on.
2. Provide examples of similar projects completed.
3. Provide itemized budget including all costs for the following: schematic design, construction
design, bid documents, and construction administration
4. Provide two copies of the proposal. Any photos should be printed in color. The proposal
should be printed one-sided on 8.5'x11" paper with no sheet protectors, etc. No faxed copies
will be accepted.
Submittals of the same materials in digital formats (.doc, .pdf, .jpeg, .ppt) are required.
