Short Description:

The Guam Visitors Bureau (GVB), a public, non-stock, non-profit membership corporation, issues this Request for Proposal (“RFP”) to engage the services of a qualified consultant – individual or firm – to support the conceptual design, planning, and implementation of the Sella Bay Overlook Trail project.
The contractual obligation of both parties shall commence October 1, 2025, through September 30, 2026, for FY2026, with the option to renew, as needed to complete the project, subject to fiscal year-end performance reviews, availability and certification of funds.
To ensure a successful submission, please read the entire RFP packet and ensure that all required documents are completed and attached to support your proposal.
UPDATE: Amendment No. 1 issued 8/27/25 amends the submission date from August 29 to September 12, 2025 at 12:00 p.m. to allow potential offerors more time to review the Scope of Work and to submit a comprehensive and complete offer for this service.
