The City of San Antonio (City) is seeking a contract with a Workers’ Compensation Third Party Administrator (TPA) for workers’ compensation claims administration and related cost containment services. The City successfully operates as a self-insured entity in full compliance with State and GASB 10 requirements. The City has administered its workers’ compensation program since 1974 and is currently contracted with Cannon Cochran Management Services, Inc. (CCMSI) for TPA services. Effective April 1, 2019, the City began participating in a 1305 Workers’ Compensation Health Care Network “HCN”. The City carries excess workers’ compensation insurance for years 1983-2013 and October 1, 2019 to present. The City began self-administering its liability program in January 2015. The scope of coverage will encompass the City’s approximate 13,000 employees. Of this total number of employees, approximately 3,201 are uniformed police employees and approximately 1,891 are uniformed fire employees.

workers’ compensation program since 1974 and is currently contracted with Cannon Cochran

to this solicitation: Respondents are prohibited from contacting 1) City officials, as defined by
§2-62 of the City Code of the City of San Antonio, regarding the RFP or proposal from the time
the RFP has been released until the contract is posted for consideration as an agenda item
during a meeting designated as an A session; and 2) City employees from the time the RFP has
been released until the contract is approved at a City Council “A” session.
Exceptions to the Restrictions on Communications:

below until 4:00 p.m., Central Time, on Friday, March 29, 2024. Questions received after the stated
