Part I Proposal Requirements
Section IA General Information
1. Introduction The purpose of this Request for Proposals (RFP) is to obtain, in a full and open competition,
proposals for required engineering services for the roadway improvements described herein. The
required services are generally described below in Section 1B.
This is a federally funded contract and therefore proposers must be actively registered in the
System for Award Management (SAM) at the time of proposal submission and again at contract
award, per FAR 52.204-7 and must maintain registration in SAM during contract performance,
per FAR 52.204-13. The consultant must provide evidence of SAM registration under federal
funding guidelines.
Selected candidates based on proposal review may be asked to interview to determine the final
consultant selection.
This segment of NE 179th Street begins approximately 1.1 miles east of Interstate 5. The project
will widen NE 179th Street between NE 29th Avenue and NE 50th Avenue and includes a creek
crossing and the development of retaining walls. The roadway is classified as a principal arterial
(Pr-4cb), with four travel lanes as well as bike and pedestrian facilities.

Engineering Services requires qualifications-based selection, do not submit costs with proposal.
2. Background The NE/NW 179th Street corridor in Clark County serves as a primary east-west facility providing
access to I-5, rural neighborhoods, planned urban neighborhoods, and the Clark County
Amphitheater and Fairgrounds. 179th Street is classified as a principal arterial from Northwest 11th
Avenue to Northeast 72nd Avenue, intended to function to carry large volumes of traffic over long
distances. When fully built, this roadway is planned to have two travel lanes in each direction with
a center turn lane or median and bicycle and pedestrian facilities. The corridor is facing many
challenges. The existing topography creates significant hills and valleys that will need to be
adjusted to provide a modern arterial design. The 2,200-acre area surrounding the corridor was
recently released from urban holding, which restricted urban density development due to a lack of

supporting infrastructure. In the future, this area is expected to experience significant development,
creating a large amount of commercial and residential uses that must use 179th Street to access I-
5.
This project proposes to continue road improvements to the NE 179th Street Corridor by connecting
to the east end of the roundabout currently being constructed at the intersection of NE 179th Street
and NE 29th Avenue and building out a full principal arterial roadway section with multiuse pathways
on both sides of the road up to the vicinity of the recently improved intersection at 179th Street and
NE 50th Avenue. There are currently multiple projects either in construction or advanced design
between Delfel Road to the west of the I-5/179th Street Interchange and 50th Avenue. This project
will complete the planned corridor improvements up to the vicinity of 50th Avenue. The
reconstruction of the intersection at NE 179th Street and 50th Avenue is not part of this proposed
project since a recent interim intersection improvement project was recently completed at that
location. Current plans have this intersection being reconstructed in the future when it reaches
capacity and funding can be obtained.
3. Scope of Project Clark County is seeking select engineering services to support the on-time and on-budget delivery
of this project, which involves in its entirety the design/engineering, real property acquisition, and
environmental documentation and permitting necessary to prepare a biddable and constructible
set of plans and specifications, followed by the bidding and construction of the project by the county
and its contractor.
The required consultant engineering services are generally described below in Section 1B.
The scope of the full project is the re-construction of a county principal arterial roadway, which will
widen and improve NE 179th Street between NE 29th Avenue and NE 50th Avenue. The project
will not include the intersections at NE 29th Avenue and NE 50th Avenue, which are being
completed under other county projects, but will tie into the work on either end. As noted, the
roadway is classified as a principal arterial (Pr-4cb), with four travel lanes, center left-turn lane or
median, and bike and pedestrian facilities.
Consultants shall ensure that all proposed design concepts, traffic engineering analyses, and
access configurations are consistent with the adopted 179th Street Circulation and Access
Management Plan (July 2023). The plan establishes corridor-wide access management strategies
including restricted access intersections, roundabout-based U turn circulation, driveway spacing,
median treatments, and use of collector/local streets to limit direct driveway access to the principal
arterial. Proposals must clearly describe how these requirements will be evaluated, incorporated,
and documented during design, including identification of any anticipated constraints, necessary
interim access strategies, or potential conflicts with the future roadway profile and circulation
network described in the plan. Traffic engineering and analysis work will ensure conformance to
the 179th Street Circulation and Access Management Plan and may include such work as signing,
striping, pedestrian crossings with RRFB's / HAWK beacons and street lighting.
The project will include one crossing (structure and walls) of a tributary of Mill Creek; the contract
scope will include an alternatives analysis of the crossing to determine structure type (preference
is a fish passage structure that will allow for NE 35th to connect to the new 179th profile). Wetlands
and riparian area impacts are likely near this crossing; environmental work will be included in the
consultant provided services. The profile of the roadway will be raised at the creek crossing and
elsewhere to meet a 40-mph design standard. Multiple stormwater facilities will also be designed
and constructed as part of this project. One will be adjacent to the creek crossing and a second
stormwater facility has been proposed in the vicinity of the NE 179th Street/NE 50th Avenue
intersection.
This project involves complex environmental permitting and documentation, including coordination
under NEPA with FHWA, preparation of a Biological Assessment (BA), and consultation with
National Marine Fisheries Service (NMFS). Recent updates to road runoff regulations-especially
the incorporation of stormwater pollution from tire preservatives like 6PPD quinone-require

additional review and specialized technical expertise. WSDOT and Ecology now require advanced
stormwater BMPs to address 6PPD quinone impacts on aquatic life, particularly coho salmon.

4. Project Funding The project is funded with local County Road Funds, Traffic Impact Fees, Federal Funds (FHWA),
and Real Estate Excise Tax funds.
The project has a 0% FSBE goal set. In the absence of a mandatory goal, this project is subject to
a voluntary ten percent (10%) Small Business Enterprise (SBE) requirement.
As part of this RFP, the consultant's System for Award Management (SAM) registration is required.
This is a qualifications-based selection process. Do not submit costs with the proposal.

7. Employment The Proposer, if awarded the Contract, shall register and enter into a Memorandum of
Verification Understanding (MOU) with the Department of Homeland Security E-Verify program before
execution of the Contract. The Contractor shall ensure all Contractor employees and any sub-
contractor(s) assigned to perform work under this Agreement are eligible to work in the United
States. The Contractor shall provide verification of compliance upon County request. Failure by

Section IB Work Requirements
1. Required Services Clark County is requesting engineering professional services to join the in-house project team.
The consultants will work closely with designated County personnel. Separate firms may provide
the types of services listed below; however, the firms must be presented as a joint team for the
proposal.

Determine roadway pavement section requirements

Provide support, data and engineering as needed for creek crossing alternatives analysis

Provide design parameters and make recommendations for bridge/culvert and retaining

walls foundation design.
Provide necessary information for environmental documentation.

Provide support during construction with design clarifications, submittal reviews, change

order drawings, etc. During construction, design lead team members must be available
either in person, by phone, or by email. It is anticipated that the design lead team member
may be required to attend up to five (5) on-site construction meetings in person.
Structural Engineering:
Perform creek crossing alternatives analysis
o
Provide design of structures including bridge (or culvert) and retaining walls.
o
Coordinate with Geotech regarding soil parameters.
o
Submit plan sheets, specifications and cost estimates at 50%, 65%, 90%, 99% and final
o
PS&E. Documents shall be biddable and constructible, taken through a QA/QC process
