Scope of Services
Kissimmee Utility Authority (KUA) is seeking to procure SEL 451 Protection, Automation, and Bay Control System relays and SEL 751 Feeder Protection Relays for KUA’s Relay & Supervisory Control and Data Acquisition (SCADA) protection fleet. The relays will replace aging SEL protection relays currently installed throughout KUA’s electrical system. The equipment must be fully compatible and interoperable with KUA’s existing SEL relay fleet, standardized protection schemes, relay settings, communications protocols, programming logic, relay software, and SCADA infrastructure. The SEL 451 relays shall provide integrated protection, automation, and bay control functionality, including automatic reclosing with synchronism check and circuit breaker failure protection. The SEL 751 relays shall provide feeder protection functionality, including phase, ground, neutral, and negative sequence overcurrent protection, voltage, frequency, and power protection elements, and fault locating capability consistent with KUA’s existing protection standards. Proposed equipment must integrate with KUA’s existing protection and SCADA environment without requiring redesign of existing protection schemes, redevelopment of standardized relay settings, or modification of existing SCADA integration.
