Expression of Interest
UT-Battelle, LLC (UT-B) is the Managing and Operating Contractor for the Oak Ridge National Laboratory (ORNL) and is issuing this Expression of Interest (EOI) to conduct market research in an effort to identify parties with an interest in partnering with UT-B to replace aging facilities and to provide additional space for new and expanding programs in or around the vicinity of Oak Ridge, Tennessee.
UT-B may seek to secure space that meets the requirements outlined as follows:
Overview:
This lease outlines requirements for industrial warehouse and associated office space, with comprehensive standards for design, construction, accessibility, safety, and ongoing maintenance. The Lessor is fully responsible for ensuring compliance with all federal, state, and local codes throughout the lease term. Property location must reside in the delimited area within 10 miles of the Oak Ridge National Laboratory.
Key Requirements:
1. General Construction & Certification
- All work must be performed by skilled labor and is subject to on-site inspection by the Company.
- The Lessor must obtain a valid occupancy permit and provide pre-occupancy certification from a Tennessee-licensed architect/engineer verifying full compliance with applicable building, fire, life safety, and accessibility codes (ADAAG / 28 CFR Part 36).
2. Space Specifications
- Industrial Warehouse Space: Must provide between 25,000 and 50,000 net usable square feet, suitable for handling, sorting, and storing property and equipment.
- Office Space: Must be adjacent to or within reasonable walking distance of the warehouse space.
- Floor Load Capacity: 500 lbs./sq. ft. minimum in warehouse areas; office space must support both uniform and concentrated loads per engineering standards.
3. Accessibility & Efficiency
- All space and facilities must be fully ADA-compliant.
- Design must support efficient use and accessibility for individuals with disabilities.
- Parking must meet local code and include accessible spaces.
4. Energy & Environmental Standards
- Buildings must comply with energy efficiency requirements per 10 CFR Part 435.
- Indoor air quality must meet OSHA and EPA standards; radon and asbestos mitigation plans required if applicable.
5. Building Systems
- HVAC, electrical, and plumbing systems must support 24/7 operational needs, including designated server rooms.
- Fire protection systems must include sprinklers, alarms, and emergency lighting, conforming to NFPA standards.
- Telecom infrastructure must meet EIA/TIA and NEC standards, with Company-approved cabling and layout.
6. Amenities & Fixtures
- Restrooms (ADA-compliant), showers, janitor closets, and drinking fountains must be provided on all occupied floors.
- Break/kitchen areas must support full appliance use and meet ADA requirements.
- Built-in storage and a functional PA system must be included.
7. Maintenance & Services
- Lessor must provide daily janitorial services and ongoing landscape, pest, and building system maintenance.
- Maintenance records and annual system testing (e.g., fire, HVAC) must be documented and made available to the Company.
8. Security
- The facility must be equipped with card-based access control, intrusion alarms, and secure telecom rooms.
- Alarm systems must be connected to local law enforcement and maintained annually.
9. Documentation
- Within 45 days of occupancy, Lessor must deliver full as-built drawings and system schematics (floor plans, HVAC zones, electrical layouts).
10. Compliance
- The property must adhere to all applicable codes and standards, including OSHA (29 CFR 1910 & 1926), NFPA, ADAAG, and other referenced federal regulations.

UT-B is exploring all options in the Oak Ridge area, with a strong preference for facilities located near its existing facilities at 1 Bethel Valley Rd.
Interested parties are invited to respond by submitting an expression of interest including the following:
- Company name, address, point of contact, phone number, and email address.
- Your company’s socioeconomic size standard based on NAICS 531120 – Lessors of Nonresidential Buildings.
- Indication if your company is registered in SAM.gov.
- Describe the partnering methods of interest which may include, but are not limited to private financed lease construction, lease of existing buildings, purchase/sell of existing buildings, developer financed construction with purchase and sell agreement, etc.
- Describe your capacity to provide solutions to some or all space needs identified above. Describe potential locations for development including the city and proximity to ORNL.
- Describe capabilities and qualifications for effective property management.
- Describe any past or current agreements with federal agencies or federal contractors. May include recommendation letters from clients.
- Provide a projects list of past or current facilities constructed, owned, or serviced.
