RFP (request for proposal) - SECURITY GLAZING REPLACEMENT at the Wyoming County Jail facility located at
151 North main street Warsaw NY, 14569

Advertisement: Wyoming County is seeking proposals from qualified contractors experienced in detention center and
correctional facility replacement of window glazing and associated sealants.
Location of project: 48 various windows on the South side of the Wyoming County Public Safety/ Jail Facility located at
151 North main street Warsaw NY, 14569. Exact window detail to be provided at site visit.
Scope of work:
Contractor to field measure windows for complete accuracy- scheduled with B&G Office
Removal and disposal of the existing detention/security glazing.
Contractor to remove all sealants, weather stripping, debris on frames as existing frames are to be reused.
Replacement of all gasket materials and/or sealants.
Installation of New replacement Glazing and reinstallation of frames.
Must provide and replace all security screws, fasteners, and Hardware that are damaged upon removal
Security requirements:
Tool accountability procedure must be followed
Staff background checks
Limited photography allowances
Jail security guidelines must be followed at all times
Work to be conducted per the pre-determined Logistics plan.

Project Details:
Work will take place while the facility is still operational.
Must have daily Coordination with Jail administration and Buildings and Grounds departments
Phased work sequence per a determined schedule
Work is to be completed during day shift hours of operation only. No weekends or nighttime work.
Contractor to provide all Materials, tools, and Labor necessary in order to complete this project.
Upon award, contractor to provide 100% performance bond upon total proposal amount. No Bid bond required.
To qualify, per NYS DOL law 220-i, contractor or sub-contractors must be registered and have Certificate.

Material:
Performance of materials is the upmost priority of this project.
Security, Visibility, Solar durability, and maintenance are all large factors that Wyoming county want to be considered.
The contractor's proposal must clearly specify the type of Security Glazing they are proposing (example: forced entry,
delamination resistance, glass clad poly, scratch resistance, ballistic resistance, etc.). Proposal must indicate ASTM
ratings, UL ratings, and/or Blast Ratings for the glazing/glazing's that are being proposed.
Glazing Details to be proposed:
Current Glazing thickness is 13/16ths of an inch.
NOTE: Given the failure of the existing windows, the makeup of the glass must now contain these seven (7)
Layers within the 13/16th of an inch the existing frames allow (Layer 01 being the outside layer and 07 being the
interior layer).

03 Poly Clad 1/8" or 3.18 mm Clear
04 Film 0.025" or 00.63 mm Clear

06 Film 0.050" or 01.26 mm Clear
07 Glass 3/16" or 04.76 mm Clear Tempered
Housing areas: Within the 7 layers listed, Wyoming county is looking for the highest ASTM Grade as well as UL Ballistic
ratings as possible while staying within the current frame parameters (Ratings: 1 being highest and 5 being the lowest
in each classification).
Bridge: The bridge windows/Glazing can be minimum ASTM level 3 and UL level 5 - or comparable as the security
standard is lower given the location. (Contractor to supply the most cost-effective security glazing for the location.)
*A Sample Submittal MUST be provided for County approval prior to Official contract award.

Mandatory site visit must be completed for Proposal to be deemed acceptable. The visit must be scheduled with the
Wyoming County Buildings & Grounds department. OFFICE - 585.786.8958
We have window frames that can be taken apart to verify specific details of existing glazing. Contractor to remove and
reassemble parts necessary.
Field Measurements are the responsibility of the contractor, and any dismantling and refastening is to be done in a way
that does not affect the integrity of materials that are in place.
