I. INTRODUCTION
The Costa Mesa Sanitary District (District) is an independent special district, governed by an
elected five-member Board of Directors, formed in 1944 under the Sanitary District Act of 1923.
District boundaries encompass the City of Costa Mesa and small portions of Newport Beach and
unincorporated Orange County, serving a population of approximately 120,000 and close to
4,000 businesses.
As a sanitary district, the District is responsible for residential solid waste (trash) collection and
wastewater (sewer) collection throughout its service area. The District provides liquid waste
collection and transmission (sewer system) to Orange County Sanitation District facilities for
treatment and disposal. The District's sewer system consists of approximately 225 miles of
sewer mains, approximately 5,000 manholes, and 20 pump stations. Visit www.cmsdca.gov for

The District accomplishes these core responsibilities through a combination of public and
private services, which include an in-house administrative and wastewater staff and privately
contracted trash hauler, attorney, treasurer, IT, and engineering firm.
II. ANNOUNCEMENT
The District is seeking proposals from qualified firms, teams, and/or contractors (Proposers) for
a Project consisting of the design and installation of a security closed circuit television camera
system for the District's two administrative facilities: District Headquarters and District Yard.
The system must be expandable to remote locations through the District sewer system; the
District may expand the system to each pump station in the future. This Request for Proposal
(RFP) outlines the various Project and RFP requirements and selection process.
A. PROJECT GOAL & OBJECTIVE
The overall objective of the Project is to install an advanced security CCTV system that
utilizes hardware and software in combination with artificial intelligence technology to
develop a smart system that monitors each District facility, understands actual threats or
concerns, then notifies District staff of the threat situation.

To be considered, Proposals must be delivered to the District HQ at 290 Paularino Ave,
Costa Mesa CA 92626, by no later than the Submittal Date indicated, below. The RFP

III. SCOPE OF SERVICE
A. Proposer Requirements: The Proposer shall possess the following qualifications:
1. State of California Contractor license
a. A-general Engineering Contractor; or
b. C-7 Low Voltage Systems, C-10 Electrical, and C-28 Security
Equipment.
2. City of Costa Mesa Business License.
3. Maintain current and in-good standing, contactor and Business
License.
B. Gather Information and Data
1. Walk the existing facilities and gather any information required to
determine alternatives for the proposed work.
2. Kick-off Meeting: Schedule and conduct an initial or "kick-off"
meeting with the District team after the Notice to Proceed. The
meeting may be conducted on the same day as the facility walk. Be
prepared to discuss possible alternatives and/or delivery options for
the system. Provide an overview of the Project work, Project
schedule, and list of activities required to complete the design and
design reviews.
C. Best Practices and Alternative Hardware, Software, and Installation Practices
Technical Memorandum
1. Review best industry practice within the security and CCTV industry.
Prepare a technical memorandum outlining the best industry
practices and those recommended for the District to consider. Include
a review and description of the various cameras, remote devices,
storage methods, computers, and/or interface devices associated
with smart security CCTV systems.
2. Discuss the benefits and trade-offs between the various equipment
and installation options. Examples include the benefits and
drawbacks of various camera/video device types.

3. The best practices should include a list of public agencies and/or
private companies that employ these practices and their use cases.
Submit a 90% complete (draft) Technical Memorandum for the
District to review. After the District review, the Proposer shall
incorporate comments and submit the final Tech Memo.
4. The Technical Memorandum shall discuss and provide costs for the
various options and overall installation recommendations.
D. Design and Plan Development
Note: In addition to requirements and scope items within this Scope of Work and
RFP, at a minimum, CCTV System design and requirements shall comply with
Department of Homeland Security (DHS) CCTV Technology Handbook, Latest Edition.
1. Prepare the design and layout documents along with technical
specifications for the selected system.
a. Include shop draws, catalog cuts, and other technical information.
The selected system must be based on the selected alternative
and options (Work Item B), including District feedback and
comments regarding the technical memorandum.
b. Conduct two (2) design meetings: one to review the draft (at 85%
design completion) and a final design meeting. Submit a set of
final design documents, plans, specifications, catalog cuts, and
related technical documentation.
c. On or before 85% design completion, include a comprehensive
Logical Network Topology map. This map, along with proposed IP
addressing, VLAN requirements, bandwidth calculations, and
firewall port requirements, must be submitted to and formally
approved by the District's IT Managed Service Provider (MSP)
prior to any hardware procurement or installation.
d. Submit a final set of construction documents after incorporating
the District's comments at 85% completion.

a. Twenty (20) District Pump Stations are located throughout Costa
Mesa and Newport Beach. None of the pump stations currently
have communication capability for video feed. Provide a
description of security CCTV and communications system
recommendations for future consideration.

depending on annual and/or subscription costs, service needs, and/or other
(operational) considerations.
