Notice is hereby given that, pursuant to N.J.S.A. 40A:11-4, the Township of Pennsauken is seeking competitive bids from experienced and qualified vendors to supply, configure, and install network security cameras. Sealed bids will be received by the Township on March 28, 2025 at 11:30 a.m., prevailing time, at the Pennsauken Township Administration Building, 5605 N. Crescent Boulevard, Pennsauken, NJ 08110. It shall be the Bidder’s responsibility to ensure that their bid submission is submitted prior to the scheduled opening time and date, and to ensure that the bid submission is physically received by the Township Administrator, Mr. Tim Killion. The term “Bidder” refers to person, partnership, association, joint stock company, trust, corporation, joint venture, or other legal business entity or successor thereof who submits a Bid for the proposed work.

Bid Documents will be available February 3, 2025. To obtain all necessary Bid Documents for this Project, bidders must email the Township’s Chief Financial Officer, Elizabeth Peddicord (

The email request shall contain in the subject line the name of the respective Project for which a bidder is requesting Bid Documents. Bid Documents will then be provided by email. “Bid Documents” refers to the Notice to Bidders, Instructions to Bidders, the Bid Proposal Form, the Bidding Specifications, the Technical Specifications (including Drawings), any addenda issued prior to receipt of bids, and the Contract Documents.

All sealed bids addressed to the Township Administrator will be received on or before March 28, 2025, at 11:30 a.m., prevailing time, at which time they will be opened and read at the Pennsauken Township Administration Building, 5605 N. Crescent Boulevard, Pennsauken, New Jersey for the work/services described herein. The Township reserves the right to reject any bid that is not received prior to this date and time. The Bidder assumes sole responsibility for submitting a complete bid in response to this solicitation by the date and time listed herein. The intent of this solicitation is to award a contract to the Bidder who submits the lowest responsible and responsive bid.

All Bidders are required to comply with the requirements of N.J.S.A. 10:5-31, et seq. and N.J.A.C. 17:27, et seq. All Bidders shall possess a valid and current Public Works Contractor Registration Certificate pursuant to N.J.S.A. 34:11-56.48, et seq.

Bidders submitting bids on this project are to comply with the requirements of the Prevailing Wage Rate Determination pursuant to N.J.S.A. 34:11-56.25, et seq.

Pursuant to N.J.S.A. 52:25-24.2, Bidders are required to submit a “statement setting forth the names and addresses of all stockholders in the corporation who own 10 percent or more of its stock, of any class, or of all individual partners in the partnership who own a 10 percent or greater interest therein, or of all members in the limited liability company who own a 10 percent or greater interest therein, as the case may be.”

This solicitation also includes other documents that must be completed and returned either with the bid or prior to award of contract, as noted herein. Failure to complete and submit all required forms may be cause for disqualification of the Bidder and/or rejection of the bid.

Bidders shall satisfy themselves, by personal investigation and/or any other reasonable means they deem satisfactory, as to the conditions affecting the proposed Project and the cost thereof. Bidders are solely responsible for conducting their own independent research and due diligence for their preparation of the bids and the subsequent delivery of services under the Bid Documents.

A pre-bid meeting will be scheduled for Thursday, March 13, 2025, at 1:00 p.m., at 5605 N Crescent Blvd, Pennsauken, New Jersey 08110 in the upstairs meeting room. Attendance at the pre-bid meeting is optional but encouraged.

Each bid must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond for not less than ten percent (10%) of the total amount of the bid, but not in excess of $20,000.00, made payable to Pennsauken Township. The successful Bidder will be required to furnish a performance bond, labor and material payment bond, and maintenance bond in the amount of 100% of the contract and in a form satisfactory to the Township. The Consent of Surety shall be executed by an approved surety company authorized to do business in the State of New Jersey. The Consent of Surety and guarantee to issue the performance bond, labor and material payment bond, and maintenance bond must be unconditional. Submission of a Consent of Surety which contains any prior conditions upon the Surety’s issuance of the required bonds shall be cause for rejection of the bid.

The Township reserves the right, in accordance with all applicable laws, to waive minor informalities, deviations, or omissions in any bid, or to reject any or all bids.
