Our firm is interested in submitting a proposal for this RFP. However, we do not see any instructions about proposal structure, evaluation criteria, or other information that is typically provided with RFPs. Will SECO please provide this information so that qualified vendors may prepare their technical responses, key staff, past performance, pricing information, and other data which SECO can use to evaluate submitted proposals? 7/22/2025 4:20:12 PM The level of service expectation is presented in the SOW. SECO Energy will execute pre-storm MSAs with multiple vendors and activate them using FEMA protocol and vendor availability. Vendors may submit the proposal as they see fit, as long as all criteria are met. 7/23/2025 7:40:41 AM
Please confirm if this solicitation will be used to obtain an approved vendor list for the services and if further solicitations will be released to award task releases. 7/25/2025 12:51:31 PM This will be used to create an approved vendor list and create an activation matrix. Vendors will then be activated based on FEMA standards. 7/25/2025 1:47:28 PM
Please confirm if pricing is required as part of the proposal or if it will be submitted later upon award or before execution of the MSA. 7/25/2025 12:53:34 PM Pricing is required. An MSA will be executed, and a task release will be issued if needed. 7/25/2025 1:48:28 PM
Exhibit C states, “Subcontractor services and rental of specialty equipment that is requested and approved by SECO will be invoiced at cost plus $15 flat fee per item per hour.” Please clarify what is included in subcontractor services and specialist equipment. 7/25/2025 12:53:56 PM The flat fee is more reflective to restoration services such as tree crews and OH line crews. 7/25/2025 1:55:35 PM
Please clarify if all subtractor services are limited to the cost plus $15 per hour per unit fee, including any labor or scope items the subcontractor performs. For example, if a subcontractor provides showers and toilet trailers, are these limited to cost plus $15 per unit per hour? 7/25/2025 12:54:04 PM This is a turnkey basecamp bid. The price of showers and trailers should be included in the bid. The flat rate is to ensure FEMA compliance by eliminating price plus percentage fees. 7/25/2025 1:59:34 PM
Please clarify how the cost plus $15 per unit per hour limitation will work for subcontractor services that are not per hour. 7/25/2025 12:54:11 PM The flat rate is to ensure FEMA compliance by eliminating price-plus-percentage fees. The intent is that this will be for base camp services, and all pricing is included. 7/25/2025 2:00:43 PM
The Statement of Work document states, “All food and beverage services must adhere to the specifications set forth in the SECO Catering Services SOW.” Is a copy of the Catering SOW available for viewing? 7/28/2025 3:33:33 PM Contractor shall coordinate with the Logistics Team to ensure meal delivery and service coverage across shifts. This includes: • Hot breakfast, boxed/hot lunch, hot dinner • Nutritional requirements meeting 3,500+ calories per day • Ice and beverage support (with SECO refill assistance) • 24/7 snack access maintained by contractor 7/28/2025 3:56:57 PM
The example MSA No. 25 provided appears to be a duplicate of a previous MSA No. 24 agreement, with the first paragraph on page 3 changed to reflect the Turnkey Base Camp Services. Exhibits A and C language is for restoration work and not for Base Camp Services. Can SECO provide an Exhibit A and Exhibit C that pertain to Turnkey Base Camp Services? 7/28/2025 3:34:40 PM
The portal notes that the MSA has been reviewed and refined previously and is "non-negotiable." Please clarify whether the provided MSA is a sample contract or if this example MSA is final. 7/28/2025 3:34:55 PM The example is final. Changes will be made to specify each company, but the contract is currently in place for other vendors. 7/28/2025 4:22:54 PM
Given the required pricing clarification, will SECO Energy extend the deadline to account for modifications within the proposal? 7/28/2025 3:42:56 PM We will extend the bid for a week to the 8th. 7/28/2025 4:01:26 PM
