Sealed quotes for the construction of Waterline Relocation Project, for the Carnes Utility
Association, will be received by the Carnes Utility Association, until 10:00 AM local time September
2, 2026, at the office of Carnes Utility Association, hereafter referred to as Owner, located at 1084
Carnes Rd, Wiggins, MS 39577. Then shortly thereafter, bids will be opened and publicly read.
The work involved in the project includes construction of a new waterline, bores, minor earthwork,
and construction of new services as described in the Contract Documents.
A bid bond or certified check in the amount of 5% of the bid will be required. The bid bond or
certified check will be returned immediately to unsuccessful bidders. Bidders are hereby notified
that any proposal accompanied by letters qualifying in any manner the condition under which the
proposal is tendered will be considered an irregular bid and such proposals will not be considered
in the award.
A performance and payment bond, or equal, in the full amount of the contract will be required of
the successful bidder. In lieu of a performance bond, the successful bidder may post with the
Carnes Utility Association, the full amount of the bid, in cash or its equivalent, conditioned for the
prompt, proper and efficient performance of the contract; said cash or its equivalent to be held until
the successful completion of the project.
Attention is called to the fact that contracts exceeding $75,000 require contractors to be licensed
under applicable laws of the State of Mississippi and have a certificate of responsibility.
Minority and women's business enterprises are solicited to bid on this contract as prime contractors
and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment,
material and/or supply needs.
