Sealed bids for the Lackawanna County Main Street and Washington Avenue Resurfacing Project will be accepted by the Lackawanna County Controller at 123 Wyoming Ave., 2nd Floor, Lackawanna County Government Center, Scranton, PA 18503 until 11 a.m. on Jan. 22, 2026; bids will be publicly opened and read aloud the same day at 2 p.m. in the Commissioners Conference Room, 5th floor of the Lackawanna County Government Center.

The Contract Documents may be obtained electronically by registering with Frank Summa at fsumma@gpinet.com . To be an eligible bidder, you must register in advance of the mandatory pre-bid meeting. A mandatory pre-bid meeting will be held at 10 a.m. on Jan. 8, 2026. Registered bidders will receive further information related to the mandatory pre-bid meeting.

Sealed bids for the Lackawanna County Main Street and Washington Avenue Resurfacing Project

will be accepted by the Lackawanna County Controller at 123 Wyoming Avenue, 2nd Floor, Lackawanna

County Government Center, Scranton, PA 18503 until 11:00 am on January 22nd, 2026; bids will be

publicly opened and read aloud the same day at 2:00pm in the Commissioners Conference Room, 5th

Floor of the Lackawanna County Government Center.

Notice is hereby given that this project is a Public Works Project and is subject to applicable provisions of

the Pennsylvania Human Relations Act of October 27, 1955, P.L., 744 and the Pennsylvania Prevailing

Wage Act No. 442 of August 15, 1961, as amended on August 9, 1963.

The bid must be accompanied by a certified/cashier's check or bid bond in the amount of ten percent

(10%) of the bid amount, made payable to Lackawanna County. The County reserves the right to reject

any or all bids or portions thereof or to waive any informalities in the bidding. If written notice of the

acceptance of this bid is mailed or delivered to the bidder within sixty (60) days after the opening thereof,

or at any time thereafter before the Bid is withdrawn, the bidder agrees to execute and deliver the

Agreement in the form prescribed by Lackawanna County.

Bids shall be submitted in a sealed envelope containing bid, bid bond or other approved bid security, non-

collusion affidavit and certificate of authority for out of state contractors; bids shall be addressed to

Lackawanna County Controller's Office and shall be plainly marked with the wording, "Bid for

Lackawanna County Main Street and Washington Avenue Resurfacing Project".
