Sealed bids for the construction of the wastewater infrastructure improvements

Sealed bids for the construction of the wastewater infrastructure improvements will be received by The Horsebend Property Owners Association, Inc. at P.O. Box 8102, Fayetteville, AR 72703 (Attn: Michael Wulf), until 3:00 p.m. on Friday, June 12, 2026, at which time they will be publicly opened and read aloud.
The project scope generally consists of replacing an Orenco TCOM panel, the addition of two 7,500 square feet drip fields, a new headworks system, two new pumps, a new flow meter, and all required appurtenances.
Interested firms must submit qualifications demonstrating experience with similar projects, familiarity with the current or similar system, state and federal funding compliance, staff capability, and active professional engineer(s) licenses.
This project is anticipated to be partially funded through financial assistance from the Arkansas Natural Resources Commission / Natural Resources Division of the Arkansas Department of Agriculture. Procurement shall be conducted in accordance with Arkansas Code Annotated §§ 19-11-801 through 19-11-806, as well as all applicable state and federal requirements.
Attention of bidders is called to the required compliance with federal and state employment regulations, minimum wage rates, and equal opportunity standards. Disadvantaged, Minority, and Women-Owned Business Enterprises (DBE/MBE/WBE) are highly encouraged to submit bids.
The Horsebend Property Owners Association, Inc. reserves the right to accept or reject any and all submissions, to waive informalities, and to negotiate a contract with the firm deemed most qualified and in the best interest of the Association.
