Sealed Bids for the Conoy Creek Floodplain Restoration at Hickory Lane Park will be received on PennBid ( www.PennBid.net ) only until 10:00am, prevailing time, April 23th, 2024. Bids will be deemed opened following the due time and the bid results will be available for viewing at the PennBid website. Bids received after Bid opening will not be accepted. The work includes selective site demolition, site clearing, surveying, floodplain restoration grading and related site work, bridge repairs and replacement, associated pedestrian path reconstruction, erosion and sedimentation controls, bypass pumping and diversions, seeding and landscape plantings. Bidding and Contract Documents are online, without charge, at www.PennBid.net . Reproduction of the Bidding and Contract Documents, or their placement on web sites other than PennBid, is not permitted. All questions must be submitted through PennBid. Bid bond or certified check for 10% of the total base bid payable to Elizabethtown Borough (Owner) shall accompany each proposal, to be forfeited in liquidated damages should the bidder default in execution of the contract within 180 days after award of same. Bids may not be withdrawn within 60 days after bid opening. A Performance Bond and Payment Bond, each in the amount equal to 100% of the contract and each with satisfactory corporate surety, will be required to be furnished by the successful bidder at the time stated in the bid documents. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and are required to submit an executed non-collusion affidavit with the bid. Notice also is given that the Project for which construction bids are being solicited is a project constituting public work. Project funding is through PennVest. Lancaster County Conservation District Clean Water Partners Fund, and DCED Watershed Restoration and Protection Program (WRPP). Contractor must abide by the terms and conditions set forth within these funding agreements. The Contract Documents specify the Davis-Bacon Wage Rate requirements for the Project and are attached to the Bidding Documents. The wage rates will also be posted in a conspicuous location, visible to all of the contractors’ employees. Owner shall award the Contract to the lowest responsive and responsible Bidder or shall reject all Bids within sixty (60) days of the date of the bid opening, and no Bidder may withdraw his Bid before the expiration of such sixty (60) day period; provided, however, if the award of contracts is delayed by required approval of another government agency, the sale of bonds or the award of a grant or grants, the Owner shall reject all bids or award the Contract to the lowest responsive and responsible Bidder within one hundred twenty (120) days of the date of Bid opening, and in such event no Bidder may withdraw his Bid before the expiration of such one hundred twenty (120) day period. Extensions of the date for the award of the Contract may be made by the mutual written consent of the Owner and the lowest responsive and responsible Bidder. A Mandatory Pre-Bid Meeting will be held at the office of Elizabethtown Borough, 600 South Hanover St. Elizabethtown, PA 17022, on Monday, April 8, 2024 at 11:00 AM. All prospective bidders are required to attend this meeting. The Elizabethtown Borough hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, or irregularities in any Bid.
