RFB 2026. 01. In compliance with the City of Isle of Palms Procurement Code, the city is seeking bids from qualified general contractors to submit sealed bids for a beach renourishment of up to 2.5 million cubic yards of material along 19,200 linear feet of beach. The beach nourishment will be separated into three separate reaches delineated by the construction plans. The beach template involves construction of a dune and construction berm. The material will be dredged from an offshore borrow site located around ~2 miles southeast of the Island Pier.

A mandatory pre-bid conference for the Project will be held on Monday, March 2nd, 2026 at 1pm at Isle of Palms City Hall on 1207 Palm Blvd Isle of Palms, SC, 29451. This meeting will be available to join online for those unable to attend in person.

Bids for the construction of the Project will be received at the Isle of Palms City Hall, City Hall Council Chambers, located at 1207 Palm Blvd Isle of Palms, SC 29451, until Wednesday, March 18th, 2026 at 2pm local time. At that time the Bids received will be publicly opened and read.

RE: Isle of Palms Beach Nourishment Project
Following are answers to recently received questions regarding the above-referenced
project.
Question 1 - It was stated that the Town will arrange for the daytime turtle monitoring and that the
contractor will be responsible for nighttime monitoring. Who is responsible for nest relocation if it is
needed?
Answer 1 – Endangered species monitors will coordinate with the local turtle patrol and the SCDNR for
appropriate steps for nest relocation. In most scenarios, if a nest is laid in or near the active
construction zone, the Contractor will incorporate a buffer zone of 100’ around the nest and avoid this
area with any equipment. The nest would then be relocated by the local turtle team the following
morning. As stated in the technical specifications both daytime and nighttime monitors must be
permitted through South Carolina Department of Natural Resources via a consent permit found at the
following link: https://www.dnr.sc.gov/seaturtle/permit.htm.
Question 2 Are there any turbidity monitoring requirements for the project?
Answer 2 – There are no turbidity monitoring requirements for this project.
Question 3 - Is the contractor allowed to anchor outside of the borrow area or the pipeline corridor limits
shown on the plans?
Answer 3 – The contractor is allowed to anchor outside of the borrow area or pipeline corridor limits
shown in the plans, but at their own risk. The contractor should be aware that there are a significant
number of cultural resources located in the offshore zone of Isle of Palms and should anchor with
caution. The cultural resource survey included a buffer of 400’ around the permitted area. Side-scan
and magnetometer data are included in the report for this buffer area. CSE has uploaded an XYZ of
possible cultural resources to be avoided in addition to the ones in the technical specs. CSE will
coordinate with the State Historic Preservation Office and the contractor a er award of the project for
other avoidance areas.
Question 4 - Has this borrow area been used previously?
Answer 4 – There is a small portion of the borrow area that was used during the 2018 Isle of Palms
Renourishment Project. The figure below shows the approximate location of the previous dig in the
southeastern corner of the borrow area. CSE has also uploaded the XYZ of the Borrow Area AD in 2018.
The data included in Addendum 2 titled “240314_Offshore_OLD_Borrow_Area_XYZ.xyz” shows the
most recent survey of this area in 2024.

Question 5 - Are there specific survey requirements for the borrow area?
Answer 5 – The Contractor shall provide an AD survey of the utilized portions of the borrow area. The
survey should consist of full multibeam coverage, or single-beam surveys with line spacing not to
exceed 100 . The survey should include a buffer of at least 400’ in all directions from any dredged
areas. The survey does not have to include unused portions of the borrow area (excluding the buffers).
Question 6 - When will Options be awarded?
Answer 6 – The options are expected to be awarded at the same time of the award of the contract. The
City will meet to discuss the bids mid-April and will notify the lowest bidder around then with a Notice
of Award.
Question 7 - When will it be known if material will be placed in Reach 3 or not?
Answer 7 – The status of Reach 3 is expected to be awarded at the same time of the award of the
contract. The City will meet to discuss the bids mid-April and will notify the lowest bidder around then
with a Notice of Award.
Question 8 - Designated parking areas on the entire Island are called out in the plans. It's understood
that in past projects, the town of IOP has assisted in facilitating parking on both ends of the island for
dredging projects. With this project occurring during the peak season for the island, will the town still
assist dredging projects?
Answer 8 – The City will assist the dredging project to help ensure there is sufficient parking and
loading areas for the Contractor. The City is currently coordinating with the Wild Dunes community to
make parking available within the Wild Dunes area for work in Reaches 1 and 2.
Question 9 - Sheet 09 in the plans indicates that the surveys shown for Reach 3 were taken in August of
2025. However, Cottrell just finished up their AIWW dredging contract for the USACE in which 265,000 CY
were placed in Reach 3 between 6th and 9th Avenues. Will the plans and contract quantities be amended
to account for that project?
Answer 9 – The contract quantities will remain the same. The work conducted by Cottrell may result In
the template within the reach to change but will not result in a change in the contract quantity. The
same goes for natural changes in Reach 1 and 2.
Question 10 - The plans state that the "boundaries within the priority area are not firm. If suitable
material exists at the priority area boundary, excavations may extend over the boundary shown within
the larger permitted area." What or who will determine if suitable material exists at the boundary of the
priority area and beyond?
Answer 10 – The Contractor will be allowed to move within the borrow area as they see fit, but they
will be responsible for stopping operation and moving the dredge if significant amounts of unsuitable
material are coming through the pipe. The material coming from the borrow area should be similar to
that of the native beach. The Engineer will be on site daily to assist with sediment quality decisions.
The Contractor should monitor the quality of material coming out of the pipe and be prepared to
move if necessary or asked by CSE. Poor quality would include accumulations of mud balls near the
discharge point to an amount where they become buried by sand. Smaller mudballs (2-3”) along the
lower beach face that do not accumulate into masses are generally acceptable for periods of time.
Similarly, accumulations of large shell masses will be considered unacceptable. Should either of these
materials be consistently present in the discharge for more than 30 minutes, the Engineer should be
notified.
Note – The project Owner is the City of Isle of Palms, SC. The Bid Documents may refer to the county
and state on various forms. Similarly, the Project Title (Beach Nourishment at Isle of Palms) may have
variations within the Bid Documents. These variations are considered informalities and any version of
these will be acceptable on bid forms and bond documents.
