RFB 2026. 01. In compliance with the City of Isle of Palms Procurement Code, the city is seeking bids from qualified general contractors to submit sealed bids for a beach renourishment of up to 2.5 million cubic yards of material along 19,200 linear feet of beach. The beach nourishment will be separated into three separate reaches delineated by the construction plans. The beach template involves construction of a dune and construction berm. The material will be dredged from an offshore borrow site located around ~2 miles southeast of the Island Pier.

A mandatory pre-bid conference for the Project will be held on Monday, March 2nd, 2026 at 1pm at Isle of Palms City Hall on 1207 Palm Blvd Isle of Palms, SC, 29451. This meeting will be available to join online for those unable to attend in person.

Bids for the construction of the Project will be received at the Isle of Palms City Hall, City Hall Council Chambers, located at 1207 Palm Blvd Isle of Palms, SC 29451, until Wednesday, March 18th, 2026 at 2pm local time. At that time the Bids received will be publicly opened and read.

RE: Beach Nourishment at Buxton and Avon, Dare County, North Carolina
Following are answers to recently received questions regarding the above referenced
project.
Question 1 - Article 3- Qualifications of Bidders on page on page 3 of 13 within document C-200
states after bid submission and Owners request the Contractor will have 10 days to submit
required information to establish bidder qualifications. This information requires the submission
of subcontractors and suppliers intended to be used on the project.
However, paragraph 11.02 on page 8 of 13 states the apparent successful bidder, and any bidder
requested must submit a list of subs and suppliers proposed for 3rd party surveyor services
within 5 days of the bid opening. Please clarify this requirement, would it be 5 days or 10 days.
Answer 1 – The Bidder will have 10 days to provide subcontractor information. Bidder may
provide a list of proposed or potential subcontractors, including 3rd party surveyors, if they are
unable to finalize a subcontractor by the 10 day period.
Question 2 - Supplementary Conditions of the Construction Contract on page 3 of 17 within
document C-800 reference several geotechnical reports. However, it does not appear those
reports are included in the Contract documents. The Contractor is requesting the Client provide
those documents for review.
Answer 2 – Bidders may obtain copies of reports by requesting them from the Engineer via
email to patrick@coastalscience.com and straynum@coastalscience.com. A link to download
the files will be provided at that time.
Question 3 - Paragraph 34 on page 11 of 38 within the Technical Specifications states that daily
turtle nest surveys will be completed by the Owner, then goes onto to say “if sand is placed at
night a nighttime monitor shall be present”. The Contractor is requesting clarification if the cost
of the nighttime monitor will be covered by the Owner as well?
Answer 3 – The NPS will conduct early morning surveys for sea turtles along the entire project
area. The Bidder will be responsible for any other permit-required endangered species
monitoring, including night-time monitoring of the fill site, monitoring of haul routes outside
of the fill site, and on-board endangered species observers. Bidder should refer to sea-turtle
protection requirements of the 2020 NMFS SARBO and the Biological Opinion for Cape
Hatteras National Seashore Sediment Management Framework within Dare and Hyde
Counties, North Carolina.
