THIS IS AN INFORMATIONAL NOTICE ONLY

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Jamie Whitten Delta States Research Center has a requirement to clean and seal cracks in the existing asphalt pavement, patch any existing potholes, repair any base failures, and apply a 2-coat coal tar-based seal coat on all existing asphalt surfaces. The project is located at the USDA ARS Jamie Whitten Delta States Research Center, 141 Experiment Station Road, Stoneville, MS 38776.

The Contractor shall provide all labor, equipment, materials, supplies, transportation and supervision performing all required work in accordance with the plans and specifications for this requirement. Pursuant to Federal Acquisition Regulation (FAR) 36.204 the magnitude of this construction project is between $100,000 and $250,000.

USDA will issue a Firm Fixed Price Construction Contract. The Request for Quotation (RFQ) 1232SA25Q0540, may be issued on or around August 13, 2025.

The upcoming solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2025-04 dated 06/11/2025. The requirement will be a Total Small Business Set-Aside, under NAICS Code 238990 with a size standard of $16.50M.

Completion timeframe for the resulting contract is to be determined. The RFQ will be accessible via https://sam.gov/ in the “Contracting Opportunities” section.

Potential Offerors are responsible for monitoring this site for release of the RFQ package and any amendments. All offerors shall be registered with the System for Award Management Registration per FAR Clause 52.204-7 and 52.204-8. No paper copies of the solicitation will be mailed and telephone requests will not be honored.
