The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a sole source contract to Vigor, Alaska LLC., Ketchikan, AK for preservation, inspection, repair, and maintenance services for the Southeast Alaska Acoustic Measurement Facility (SEAFAC) Static Site IX-527 and IX-528 Barges located in Back Island, near Ketchikan, Alaska. The Government intends to make an award prior to the end of fiscal year 2025. The period of performance for this contract action shall be from the effective date of the contract through the end of FY2027.
The barges, IX-527 and IX-528, are a unique waterborne asset designed to test various underwater resources as a Research, Development, Testing and Evaluation (RDT&E) Platform. The Government will provide tug services to tow the IX-527 and IX-528 from its permanently moored location at the Southeast Alaska Acoustic Facility (SEAFAC) to the contractor’s facility and return the IX-527 and IX-528 to SEAFAC upon completion of the shipyard work. The Contractor shall provide all personnel (including line handlers), equipment, mooring/dock lines, push boats services and additional tug services required to moor the IX-527 and IX-528 upon arrival, and to move or reposition the IX-527 and IX-528 while the barges are at the contractor’s facility. This includes but is not limited to moving the IX-527 and IX5-28 from the pier into the drydock, movements while in the drydock and removing the IX-527 and IX-528 from the drydock.
Pursuant to 10 U.S.C. 3204(a)(1), Vigor, Alaska LLC is the only responsible source capable of fulfilling the Navy's requirements for the specified effort. The proposed J&A and resulting contract are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(b)(1)(ii). The IX-527/IX-528 are permanently moored at NSWCCD SEAFAC, which is located on Back Island, near Ketchikan, Alaska. IX-527/IX-528 do not meet stability criteria for towing in open ocean unprotected waters, therefore the contractor shipyard facility, where work is to be performed, shall be located within an area accessible from its permanently moored location through protected inland waters and not require a transit path West of Guard Island.
Vigor Alaska LLC is the only shipyard with drydock facilities capable of accommodating the IX-527 and IX-528 barges within the geographic restrictions stated above. There are other shipyards capable of performing the required work which are located in Seward Alaska, Washington, and Oregon. However, transit to these shipyards would require significant exposure to open ocean conditions and are therefore not suitable for this requirement.
Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
