    I.
    Purpose
    The County of Spotsylvania, Virginia, invites written proposals from qualified engineering firms
    to provide professional architectural and engineering services to evaluate, design, and implement
    the necessary infrastructure for the upgrade and rehabilitation of the County’s Ni River Water
    Treatment Plant.
    II. Background Information
    The Spotsylvania County Water & Sewer Master Plan identifies the need for continued operation
    of the Ni River Water Treatment Plant (WTP) to meet the County’s existing and future water
    demands and maintain the reliability and sustainability of the County’s drinking water supply.
    As a result, the County intends to upgrade and rehabilitate the aging infrastructure and treatment
    technology at the Ni WTP. The Ni River WTP has an existing permitted capacity of 6 million
    gallons per day (MGD).
    Refer to the attached, Ni WTP Site Map for information on treatment processes and infrastructure
    that may be included for rehabilitation, upgrade, or expansion. The scope of the work associated
    with this RFP is not limited to the infrastructure represented on this map and may include
    existing, offsite, or future raw water sources and conveyance infrastructure. The County intends
    to have the Ni River WTP upgrade and rehabilitation completed and operational by December
    2031. Construction of this facility may require shutdown of plant operations which cannot occur
    for any extended duration before December 2028 or after December 2031.
    III. Scope of Services
    Spotsylvania County is seeking written proposals from qualified architectural and engineering
    firms for all infrastructure related to the rehabilitation and upgrade of the Ni River Water
    Treatment Plant.
    Services under this Agreement include, but are not limited to:
    1. Feasibility and project cost analysis
    2. Design services from preliminary through final design
    3. Development of complete bid documents (drawings and specifications)
    4. Bid phase support
    5. Permitting support
    6. Construction phase support
    It is expected that the County will require various services leading to the completion of the
    project. The services expected may include, but are not limited to the following:
    A. PLANNING

    a. Feasibility studies;
    b. Hydraulic models for planning and operational analysis;
    c. Water resource evaluation, reservoir safe yield analysis, permitting, and source water
    transmission planning including, but not limited to conveyance infrastructure design,
    feasibility analysis, and cost estimation.
    d. General administrative supporting studies such as facility assessments, workforce
    planning, and resource management
    e. Studies assessing impacts on water services in support of initiatives such as
    regulatory assistance, funding applications, as well as other policy-oriented
    initiatives.
    B. DESIGN
    a. Survey and Design/permitting services for the capital project;
    b. Design/permitting services for repair and replacement of existing infrastructure,
    instrumentation, treatment upgrades, new treatment infrastructure; raw water intake
    infrastructure, resource management, and all associated permit impacts
    c. Development of bidding documents to include design drawings and technical
    specifications and bid phase services;
    d. Project cost estimating services (feasibility level through bid level) and project
    scheduling services;
    e. Project constructability reviews, value engineering reviews, and peer reviews;
    f. Local site permitting services for site plans, grading permits, storm water, etc.;
    g. Environmental permitting services for floodplain studies, wetland studies,
    environmental assessments, etc.;
    h. State and federal permitting including, but not limited to withdrawal permitting,
    construction, and operation.
    i. Geotechnical exploration and geotechnical engineering; and
    j. Asset management program development and support.
    C. CONSTRUCTION
    a. General construction administration (e.g. document control, meeting coordination,
    project close-out, punch-list development, etc.);
    b. Construction inspection services;
    c. Construction schedule and schedule update reviews;
    d. Submittal review, RFI responses and change order support services;
    e. Review of contractor payment applications and claim support;
    f. Start-up, commissioning, testing and training; and
    g. O&M manual and record drawing development.
    D. OPERATIONS
    a. Water Treatment Plant management/operations troubleshooting and assistance.
    E. PROJECT MANAGEMENT AND GENERAL PROJECT SUPPORT
    a. Continuous professional involvement will be required throughout the Project and will

    include, but not be limited to:
    b. Scope/budget development,
    c. Regular progress reports/meetings,
    d. Preparing reports,
    e. Processing invoices for service, and
    f. Timely response regarding project issues and correspondence.
    Moreover, in addition to the technical services listed above, general project support may
    require participation at project meetings (with internal and external stakeholders); and as
    requested, represent County during interactions with other agencies, communities, and the
    public.
    F. OTHER
    Additional civil and environmental engineering and/or related services may also be needed.
    Such services shall be directly related to this Project and shall be performed only upon prior
    written authorization by the County and execution of a written amendment, addressing scope,
    schedule, and compensation.
    IV. Offeror Qualifications
    Offerors shall meet the following minimum qualifications:
    1. Management Staff with 5+ years of industry experience preferred.
    2. Regularly engaged in providing professional architectural and engineering services
    for water treatment facilities of similar size, scope, and complexity.
    3. Demonstrated experience delivering comparable water treatment plant projects for
    public sector clients.
    4. Sufficient technical expertise, staffing capacity, and professional competence to
    perform all services required for this project.
    5. Experience coordinating with regulatory agencies and project stakeholders throughout
    planning, design, and construction phases.
    6. Ability to assign qualified project personnel with relevant water treatment plant
    design experience and maintain continuity of key staff for the duration of the project.
    7. Experience with the development, application, and management of state and federal
    funding programs, including but not limited to SRF and WIFIA, and preparation of
    federally compliant specifications and implementation.
    8. Capability to perform all services in compliance with generally accepted industry
    standards and all applicable federal, state, and local laws, ordinances, and regulations,
