This Addendum is issued in accordance with the IFB Terms & Conditions and is intended to provide

additional information and clarification to Respondents.

This Addendum consists of three (3) items which are listed below and is an integral part of the IFB to

which it is attached and is incorporated therein and made part thereof by this reference.

Item 1 – Changes to IFB

1.01 The Bid Due Date has been extended to February 17th, 2026 at 1:00 PM.

1.02 REVISE IFB No.26-22-SD, § III, C. Bid Security, 2

Said Bid security is given as a guarantee that the Bidder will enter into a Contract if awarded the

Work and, in the case of refusal or failure to so enter into said Contract, the security shall be

declared forfeited to the County. If no Contract has been awarded or the Bidder has not been

notified of the acceptance of their Bid, within ninety (90) days of the Bid opening, the Bidder

may withdraw their Bid and request the return of their Bid security. If, at the County's request,

the Bidder agrees to extend and maintain their Bid beyond the specified ninety (90) days, their

Bid security will not be returned.

1.03 REMOVE Attachment F to IFB 26-22-SD – Bid Form and

REPLACE with Attachment F – Bid Form – REVISED, attached hereto as Attachment A.

1.04 REMOVE Attachment B to IFB 26-22-SD – Owner-Contractor-Agreement Draft and

REPLACE with Revised Owner-Contractor-Agreement, attached hereto as Attachment B.

1.05 SPECIFICATIONS

a. REPLACE specification section 01 10 00 SUMMARY in its entirety with the revised section

included with this addendum (Attachment C).

Item 2 – Clarifications

2.01 An Owner’s Trailer will not be required; Contractor shall provide and maintain a temporary

trailer per specification 01 50 00.

2.02 The generator and two (2) ATSs will be provided by the Owner. One (1) ATS related to the fire

pump controller is included in the Contract scope and shall be furnished and installed by the

Contractor.

2.03 Quantities shown on the drawings are approximate and are provided for reference only. The

Owner makes no representation as to their accuracy. Bidders shall review the drawings and verify

quantities as necessary to prepare their bids.

2.04 Fees assessed by Rappahannock Electric Cooperative for utility coordination or service

connections related to this project shall be paid directly by the Owner.

Item 3 – Q&A

3.01 Regarding IFB No.26-22-SD, § III, C. Bid Security, 2 - We are requesting that the 180-day Bid

Bond Guarantee requirement be revised to the industry standard 30-60 calendar days. Holding

pricing firm for six months is challenging in the current construction market due to material

volatility and subcontractor/supplier quote limitations of 30-days or less. Maintaining a 180-day

requirement will increase the cost across all trades and decrease competition.

ANSWER: Please refer to Item 1, 1.01 of this Addendum.

3.02 a) Has there been an asbestos study performed on the existing dwelling to be removed?

ANSWER: No.

b) If not, is the County planning to conduct this study and have any asbestos removed prior to the

contract demo of the building?

ANSWER: An asbestos study has not been completed. The owner has included an allowance

for testing and abatement of materials if required.

3.03 Can the engineer provide the intended limits along the dam of the Clay core that is shown on the

pipe profile?

ANSWER: See the attached CE124 with the clay core boundary in red.

3.04 Sheets CU 101 differs from sheets CU203 regarding hydrants, tees and other waterline items.

Which sheet should be used for bidding purposes.

ANSWER: The design team has reviewed Sheets CU-101 and CU-203 and did not identify any

conflicts or discrepancies related to hydrants, tees, or other waterline appurtenances. All fittings

appear to be shown in the correct locations and sizes.

If the bidder believes a specific contradiction exists between the sheets, please identify the exact

item(s) and location(s) for further review.

3.05 Should the contract use the structure heights for Sanitary Structures shown on the profile versus

those listed on sheet CU 101?

ANSWER: The sanitary structure heights shown on Sheet CU-101 shall be used for bidding

purposes. The table previously referenced contained outdated information and has been revised.

A revised Sheet CU-101 is attached hereto and supersedes the prior version. All bids shall be

based on the revised Sheet CU-101.

3.06 What is the duration of this project?

ANSWER: Please refer to the revised Owner-Contractor-Agreement, attached hereto as

Attachment B.

3.07 Are there liquidated damages associated with this project?

ANSWER: Yes. Liquidated damages apply to this project. Please refer to the revised Owner-

Contractor-Agreement, attached hereto as Attachment B.

3.08 Contractors receive pricing from subcontractors up until the bid submission deadline; therefore,

can Attachment G | Subcontractor Identification Form be submitted 48 business hours after bid

submission?

ANSWER: Attachment G of the Invitation for Bid shall be removed in its entirety. See

attachment A Section 4.18 Subcontractors and Supplies for contractual requirements.
