RFP # 26-021 - Sculptures for Riverwalk
Park

The attention of bidders submitting proposals for the above-referenced project is called
to the following Addendum to the Request for Proposals indicated above. The items set
forth herein, whether of omission, addition, substitution or other change, are all to be
included in, and form a part of the proposed Contract Documents for the work.
Inclusion of this Addendum must be acknowledged in the spaces provided in the
document entitled “Request for Proposals 26-021 - Sculptures for Riverwalk Park”.
Failure to acknowledge any and all addenda in the above specified bid form may be
cause for rejection of the bids by the Owner on the grounds that it is not responsive.
This addendum consists of four (4) pages.
Item 1: Questions and Answers:
Q1: I do not currently have liability insurance for installing the sculpture. I build work myself
and would be delivering and installing the work alone. Do I need to secure insurance as part of
the RFP, or can I get insurance later if the work is selected? I understand that I am responsible
for the cost of insurance, and that the insurance covers liability for the delivery and installation.
A1: For the purposes of this RFP, the City will only require a Certificate of Insurance as a part of
the post-award contract negotiation process, not as a requirement of the original bid itself.
Q2: Please clarify the mounting plate requirements for the sculpture on page 8. What is the
“minimum 3 inch” dimension describing a shortest edge of a rectangular plate? Are there are
additional dimensions or description of the mounting plate (mounting tab dimensions,
thickness, material preferences, etc.)? Is there a drawing of a typical mounting plate or the
pedestals/concrete pad?
A2: The mounting plate must be at least 3” in diameter. The concrete pads are not installed and
can accommodate minor adjustments to the size and addition of mounting plates/mounting lugs
in the Riverwalk West project. Drawings are not available.
Q3: The sculpture I have submitted has 3 mounting lugs spaced 120 degrees apart, but not a
base plate. The existing lugs are visible in the photos that were submitted. Can I submit an
addendum to supply a base plate, as this would incur some additional cost?
A3: Yes. Further information may be incorporated into your bid submission, provided that it
arrives before the bid deadline of May 14, 2026 @ 12:00 PM. If you encounter any difficulty in
revising your submission to CAFÉ, you may send information to Jennifer Kilsey, Project
Coordinator at jkilsey@pawtucketri.gov. See item #2 of for further information.
Q4: I want to make sure I am only completing the information on RFP pages 15-17 and
submitting just those pages. CAFÉ doesn't seem to allow adding unless I do another
registration. So, could I submit via email instead?
A4: Yes. See item #2 below for further information. If emailing, please reference your original
CAFÉ submission.
Q5: May I trouble you please for the MS Word version of the 26-021 PDF, this will allow me to
more easily fill in the needed information?
A5: The PDF is not fillable. However, PDF is the standard stable file type for an RFP. The City
asks that bidders print the Proposal pages (15-17), fill them out, and send scans as part of your
submission.
Q6: The City's RFP identifies constraints that were not communicated on CAFÉ. For instance, the
information that the budget is intended to support 2-4 pieces.
A6: The budget is not strictly limited to a certain quantity of pieces for award. While the
forecast intent was to purchase multiple (2-4) sculpture pieces, we are committed to quality,
not quantity. Whether we purchase one, two or more will depend only on what is submitted
and the City’s evaluation of the submissions. The City may opt to procure just one piece if it
were considered most impactful by the Selection Committee.

In section 1.0 (page 3 of the RFP) the following language is found:

This option is provided if any bidders encounter difficulty uploading their information to

deadline remains the same in either case. Emailed submissions will receive a reply
confirming receipt. In the absence of confirmation, it is the bidder’s responsibility to
contact Ms. Kilsey to ensure that the bid has been received prior to deadline.
