Schedule

This RFP process and resulting contract are subject to the Rules and Regulations and General Terms
and Conditions of Purchase. Submission of an RFP in response to this solicitation is
acknowledgement and acceptance of these Rules and Regulations, and General Terms and
Conditions of Purchase, contained in Appendix B of this document.

2.0 Instructions and Notifications
* All RFP documentation will be made available on the City of Pawtucket website at
http://www.purchasing.ri.gov/bidding/ExternalBidListing.aspx , Bidding Entity:
Pawtucket.
* Submission materials to be submitted in digital format through CaFE

* The City of Pawtucket will conduct the Public Art Application process online, with all
materials submitted in digital format through CaFE. There is no charge to the artist for
applying or for submitting digital images.
* If an artist wants to submit more than one sculpture piece for consideration, separate cafe
applications (up to three (3)) must be completed.
* The City reserves the right to issue multiple awards to one single or various artists
* All questions and/or requests for additional information shall be submitted in writing and
my not be submitted orally. Requests may be submitted to Project Coordinator, Jennifer
Kilsey (contact information above) no later than April 30th, 2026 at 4:00 PM. Any addenda
to this RFP will be made public and posted on the City of Pawtucket website at:

Pawtucket.It is the artist's responsibility to examine all specifications and conditions
outlined in this RFP thoroughly, and comply fully with specifications and all attached terms
and conditions. Artists must comply with all Federal, State, and City laws, ordinances and
regulations, and meet any and all registration requirements where required for contractors
as set forth by the State of Rhode Island. Failure to make a complete submission as
described herein may result in a rejection of the proposal.
* All costs associated with developing or submitting a proposal in response to this Request, or
to provide written clarification of its content shall be borne by the bidder. The City of
Pawtucket assumes no responsibility for these costs.
* A submittal may be withdrawn by written request to the City of Pawtucket by the artist
prior to the stated submission deadline.
* Prior to the proposal deadline established for this RFP, changes may be made to a proposal
already received by the City of Pawtucket if that artist makes a request to the Project
Coordinator, in writing, to do so. No changes to an artist's submission shall be made
following the deadline for submission.
* Artists are advised that all materials submitted to the City of Pawtucket for consideration in
response to this RFP shall be considered to be public records as defined in Title 38 Chapter
2 of the Rhode Island General Laws, without exception, and may be released for inspection
immediately upon request once an award has been made.
* This RFP is open to all artists over the age of eighteen (18) based in Rhode Island,
Massachusetts, and Connecticut.
* The City of Pawtucket reserves the right to not move forward with the Riverwalk Sculpture
Park Project Scope of Work and/or rebid this RFP if it deems that received bids are not
adequate and/or qualified.

3.0 Project Overview
The City of Pawtucket, RI invites artists to submit existing sculptures to be considered for purchase
to be sited in the Riverwalk Sculpture Park along the Seekonk River. Sculptures will be tempor ly
located in Slater Park while the Riverwalk is under construction. This call is limited to artists based
ari
in Connecticut, Massachusetts and Rhode Island. This initial call for art is made possible by a grant
from Rhode Island Commerce.
Pawtucket prides itself as "The City of the Arts" and is committed to transparency when selecting
public art projects, and always maintaining fair compensation for public art services provided. The
goal of the 2026 Riverwalk Sculpture Park is to continue the City's mission to make the arts free
and accessible to everyone and reflects community, diversity, and the vitality that has defined
Pawtucket. We also desire to include resident input in the design and delivery of this mural project.
Application Requirements
All applications must be submitted through CaFE.

Artists may submit up to three sculptures for consideration. Your application should include the
following:
Statement of Interest
Please include an Artist Statement. Your statement should share information about you as an artist
and the inspiration behind each sculpture you're submitting.
Resume
Describe your experience as a sculptor. Include your training, exhibitions, and locations of public
art projects.
Images of Work
Artists must submit photos of their own original sculptures. Images should accurately reflect the
artwork's current condition. Please submit no more than three (3) images per piece with multiple
views of 3 dimensional pieces preferred.

For each sculpture submitted, please include the following details:

Artist Selection Process
Entries will be evaluated based on artistic merit, creativity, public safety, and durability in an
outdoor setting. All artists will be notified of the committee's decisions once the selection process is
complete.
Eligibility Criteria
This Call for Art is open to artists based in Massachusetts, Rhode Island and Connecticut who
demonstrate a history of sculptor production.
Artwork Requirements
Artists working in all styles and materials are eligible, provided the work is original, appropriate for
public display, and suitable for long-term, year-round outdoor exhibition. All sculptures must be
constructed with both safety and durability in mind and should be capable of withstanding the
Rhode Island climate, including wind, snow, and extreme temperatures.
To ensure safe and secure installation, each sculpture must have a steel base plate (minimum 3")
with four mounting tabs spaced 90 degrees apart, securely attached to the bottom of the piece. This allows
our team to attach the sculpture to its designated pedestal or concrete pad.
The City of Pawtucket oversees the design and installation of the exhibition and reserves the right
to withdraw any artwork at its discretion if deemed unsafe or unsuitable for public display.
We are committed to showcasing a diverse range of artistic voices and strongly encourage
applications from artists of all backgrounds and perspectives.

4.0 Scope of Work

Sculpture delivery is the responsibility of the artist and sculptures should be delivered to Slater
Memorial Park, 401 Newport Avenue, Pawtucket, RI as temporary site.
Ownership:
Upon delivery of the sculpture(s), the City of Pawtucket will maintain all ownership of the original
work of art. The artist shall retain copyright ownership of the work of art but shall grant the City of
Pawtucket the right to reproduce for informational use only and not commercial gain. Any visual
reproduction of the completed work of art by the City of Pawtucket will include acknowledgment
and credit to the artist. The City of Pawtucket is committed to long-term maintenance and
preservation of the sculptures. Please note that the sculptures will be exposed to natural outdoor
elements. The City of Pawtucket reserves the right to remove, repair, or cover the sculptures.

5.0 Budget
The 2026 Riverwalk Sculpture Park Sculpture Acquisition Project is funded by a Rhode Island
Commerce grant in the amount of $100,000. The estimated project budget is as follows.

Divided among estimated 2-4 pieces of

Call for Entry Service Fee $1,000.00

Total $100,000.00
This 2026 Sculpture Acquisition Project as part of the Riverwalk Sculpture Park is
funded by a grant from Rhode Island Commerce.

6.0 Evaluation Criteria
The final selected sculpture(s) will be evaluated based on the following criteria and in accordance
with Pawtucket Public Art Committee's selection procedures:
* ARTISTIC MERIT: Artwork shall be of lasting value and artistic merit that will enhance
the City's Collection (Criterion value 30%)
* CREATIVITY: Artwork should be suitable in scale, materials, and form while
enhancing its site and immediate surroundings. (Criterion value 30%)
* PUBLIC SAFETY/DURABILITY: The City will not consider works of art that the City
determines may pose a threat to public safety. Artwork should be of materials and
methods of construction/execution suitable to the setting. Artwork for outdoor display
will be constructed and installed to prohibit theft and minimize vandalism and
weathering. (Criterion value 10%)
* PRICING: All pricing must fall within the budget parameters in Section 5.0 and will be
judged on its value relative to other pieces which are considered similar or
comparable. (Criterion value 30%)
NOTES
* LOCAL ARTISTS: Only Rhode Island, Massachusetts, and Connecticut based artists are
allowed to submit.
* CONTENT: Projects of purely commercial, political, or religious nature, which in the
view of the City are intended to persuade rather than contribute to aesthetic
enjoyment, will not be considered
