Notice of Intent_Sole Source_ScriptPro Workflow 2.0 System & Automation Upgrade Pharmacy
The VA Providence Healthcare System Pharmacy Service requires procurement, installation, configuration, and training for ScriptPro Workflow 2.0 automation upgrades. The requirements include printers, barcode scanners, Datapoint mounts, terminal emulation devices, report printer, field services, and robotic workflow integration. These components must interface with existing ScriptPro automation platforms already used by the facility.
The procurement includes all associated labor, project management, and removal/disposal of replaced equipment to ensure a fully functional and compliant Workflow 2.0 environment.
Authority: FAR 8.405-6(a)(1)(i) (items peculiar to one manufacturer), FAR 8.405-6(b) (limited-sources justification), MAS ordering authorities at 41 U.S.C. 152(3) and 40 U.S.C. 501, and GSAM/R 538.7104-3(b) as implemented for MAS sole-source justifications (RFO 8.4).
Rationale: Market research confirms ScriptPro retains exclusive proprietary rights to its system architecture, robotic mechanisms, software/firmware, configuration utilities, and the OEM-only installation/upgrade pathways required to maintain warranty and functionality. No SDVOSB/VOSB or other manufacturer is authorized or capable of performing OEM upgrades or providing compatible equipment; authorized distributors cannot conduct OEM-exclusive services. Replacement with ScriptPro is necessary to mitigate patient-safety risks and operational disruption. Pricing aligns to ScriptPro s VA Federal Supply Schedule price list under FSS Contract 36F79719D0135.

Nonetheless, parties that believe they can meet all requirements must submit a capability statement demonstrating (1) OEM authorization from ScriptPro for hardware, software, and services; (2) ability to perform proprietary upgrades/configurations (GEN9, WMS 2.0, server and firmware transitions, Datapoint/terminal emulation); and (3) technical compatibility with VistA-integrated pharmacy workflows. Capability statements must be received by the response due date identified on this posting.
