The best proposal will be selected for award based upon consideration of qualifications, relevant experience, schedule, and cost. At said time and place, all proposals that have been duly received will be publicly opened and read aloud. The Contract will be awarded to the lowest responsible bidder who best meets the requirements of Summit County and the public interest.

The Summit County Board of County Commissioners reserves the right to reject any or all proposals, to waive irregularities or informalities, and to conduct such investigations or negotiations as it deems necessary to select the most responsible and responsive proposal.

REQUEST FOR PROPOSALS
Summit County Resource Allocation Park
2024 Waste Collection Wind Fence
INTRODUCTION AND BACKGROUND:
Summit County Resource Allocation Park’s (SCRAP) current landfill cell is growing in elevation. SCRAP utilizes a
10-foot chain link fence as a security perimeter and as a waste collection fence. The need for a taller Waste Collection
Wind Fence is necessary to remain in compliance with Colorado Department of Public Health and Environment’s
litter control regulations. Summit County Government is soliciting proposals for the construction and installation of
a Waste Collection Wind Fence to be installed at 639 Landfill Road, Dillon, CO 80435.
The most responsible proposal or proposals will be decided by criteria determined essential to Summit County. The
criteria are not limited to the lowest price.
SCOPE OF WORK:
This proposal, in summary, is for the construction of a Waste Collection Wind Fence to be installed on the eastern
portion of SCRAP’s active landfill area – see attachment A.
Waste Collection Wind Fence shall be a minimum of:
- Design Criteria.
o 20-foot tall x 1,550-feet long. Equals a minimum of 40 poles.
o 50% Blinding.
o 105 MPH wind rating.
o Based on general soil conditions for the area.
- Steel Poles.
o Painted steel poles.
Welded top and bottom cap.
Carboline black paint.
o 65 ksi yield minimum.
o 20-foot above grade + 3-inch outrigger at 45 degrees.
o 10.75-inch outside diameter x .365-inch wall thickness, 60 ksi minimum yield-pipe per
engineering specifications.
o 10-feet deep x 30-inches in diameter, pole embedment per engineering specifications-it is the
contractors responsibility to select an appropriate embedment depth and provide sealed
foundation drawings and calculations.
o 20-foot AGL (above ground level) + 3-inch outrigger at 45 degrees.
o Pole spacing not to exceed 40-feet.
- Concrete.
o 3,000 psi minimum compressive strength.
o 4-inch slump specification with a 7-day break is required.

o LFS - #930 Netting. 1-inch mesh. Polyester.
o All connected with 9 gauge, galvanized hog rings.
o Suspended with zinc-plated 9/32-inch carabiners.
- Cable.
o 3/8-inch diameter guy strand or EHS guy strand.
- Cable attachments and hardware.
o Must be heavy duty, forged.
o Must be hot dip galvanized.
- Pole Hardware.
o 5/8-inch or 3/4-inch diameter bolts, heavy duty.
o Top and bottom terminating bolts
Guy Roller.
3-bolt messenger clamp.
Lock washer.
Round washers.
Square nuts.
o Mid span bolts.
3-bolt messenger clamps, 2 each.
Lock washers.
Round washers.
Square nuts.
- End Anchors.
o 20,000 lb holding capacity minimum.
- Mid-Span Anchors.
o 7,500 lb holding capacity minimum.
- Any material alternates must by submitted and approved prior to bid.
BID NOTES:
- Assumptions.
o Reasonable access to the site and road along the litter barrier.
o No concrete pumping included.
o No water pumping included.
o No prevailing wages included.
o No rock drilling included.
o No dirt haul off included. Spoils to be left onsite.
- Experience.
o Contractors must have completed a minimum of 3 projects with similar size and scope.
o Contractor registered in Colorado.
o Contractor familiar with the windy area in Summit County and completed a minimum 3
projects in the area.
- Certifications.
o Contractor employees onsite all to have a minimum OSHA 10 certification.
o Contractor foreman onsite required to have minimum OSHA 30 certification.
o Insurance Requirements.
o Any Bonding requirements.
- Safety.
o Contractor must have an excellent safety record.
o Daily Job Site Safety Analysis reports required (JSA’s).
o ISNET listed contractor preferred.

encouraged but not required. Any question, interpretation or clarification regarding this RFP is required
electronically via email by February 8th, 2024, at 12:00 pm MST. Written answers will be provided afterwards
via email.

PROPOSAL TERMS:
A. Summit County may award one or more contracts with one or multiple firms for the completion of all
aspects of the work solicited by this Request for Proposals “RFP”.
B. Respondent(s) who submit a proposal are responsible for becoming fully informed regarding all
circumstances, information, laws and any other matters that might, in any way, affect the respondent’s role
and responsibilities. Any failure to become fully knowledgeable shall be at the respondent’s sole risk.
Summit County assumes no responsibility for any interpretations made by respondents on the basis of
information provided in this RFP or through any other source.
C. Summit County reserves the right to reject any and all proposals received as a result of this RFP. The
selected proposal will be the one considered the most advantageous regarding price, quality of service,
contractor’s qualifications and capabilities to provide the specified service and any other factors the County
may consider all as determined by Summit County in its sole discretion.
D. Summit County reserves the right to reject any or all proposals, to waive or not waive informalities or
irregularities in responses or RFP procedures, and to accept or further negotiate cost, terms or conditions
of any proposal determined by the County in its sole discretion to be in the best interests of the County even
though not the lowest bid.
E. Respondents should clearly identify any proprietary or confidential commercial data submitted with the
proposal. Such identification may not preclude the release of such information pursuant to a court order or
under the Colorado Open Records Act. If a contract(s) is awarded the County shall have the right to disclose
the information submitted in the successful Respondent(s) proposal.
F. Summit County will not pay for any information requested herein, nor is it liable for any costs incurred by
the participating firm.
G. Any question, interpretation or clarification regarding this RFP is required electronically via email before
Thursday, February 8thth, 2024 by 12:00 pm MST. Alternate proposals are welcome.
H. Proposals must be signed by an official authorized to bind the respondent to its provisions for at least a 90
day period.
I. If it becomes necessary to revise any part of the RFP, addenda will be provided. The submission deadline
may be adjusted to allow for revisions.
J. Proposal should be straight-forward and the service description clearly defined.
K. All proposals will become the property of Summit County.

QUALIFICATIONS AND REFERENCES:
1. Qualifications: Briefly explain your company’s qualifications to provide the services requested, e.g., years
in business, staffing, vehicles to be utilized and experience.
2. References: Please provide three (3) references from current customers receiving the same or similar
service(s). Project capsules and contacts are required-name of entity, contact name and telephone number.
CONTRACT:
The company(s) selected will be given the first right to negotiate an Agreement acceptable to Summit County. In
the event that an agreement that is satisfactory to Summit County cannot be reached, Summit County may enter
into negotiations with one or more of the remaining companies.
After negotiations, it is anticipated that Summit County will enter into a formal agreement incorporating the Scope
of Work with the successful bidder.
EVALUATION OF PROPOSALS:
Bids will be evaluated upon factors, including but not limited to, the completeness of the response, qualifications,
service availability, past performance for the County, duration in the community, and price. The contract will be
awarded to the most responsive and responsible respondent as determined by Summit County in its sole discretion.
BIDDER RESPONSES:
Deadline for proposal(s) must be received by Thursday, February 15th, 2024, by 12:00 pm MST. One (1)
electronic copy is required.
INSURANCE REQUIREMENTS
The successful respondent shall comply with the following which shall be included in the agreement to be awarded:
1. The Contractor shall procure and maintain at its expense during the term of this Agreement and any
amendments thereto the following insurance from insurance companies authorized to do business in
Colorado, covering all operations and services to be performed by Contractor under this Agreement.
a. Workers Compensation Insurance in accordance with the provisions of the Colorado Workers’
Compensation Act.
b. Commercial general liability insurance in the minimum amount of two million dollars ($2,000,000)
per injury, and the minimum aggregate amount of three million dollars ($3,000,000). County shall
be named as an additional insured.
c. Contractor will carry Contractors Pollution Liability in the amount of ten million dollars
($10,000,000) for each occurrence and ten million dollars ($10,000,000) for the aggregate of all
claims and will provide any other coverage required by State and Federal law. If allowed under
applicable law, County will be named as an additional insured.
d. Automobile Liability, Injury and Property Damage with a limit of two million dollars ($2,000,000)
per occurrence, combined single limit including owned, hired and non-owned autos. County shall
be named as an additional insured.
