for the City of Manchester, St. Louis County, Missouri
Request for Bids for the “Schroeder Park Aquatic Center Baby Pool Upgrades” will be
received by the Parks, Recreation, & Arts Director, 359 Old Meramec Station Road,
Manchester, MO 63021, until 11:00 am on Thursday, January 22nd, 2026. All Bids will be
opened and publicly read aloud at that time. Bids received after said time will be returned
unopened.
The contract work shall include bids for removal and replacement of the Baby Pool slide
feature and potentially other features in the pool.

The City reserves the right to reject any or all Bids, to waive informalities in bidding, and to

FOR SCHROEDER PARK AQUATIC CENTER BABY POOL UPGRADES
I. INVITATION TO BID
A. General Information
Qualified companies (herein noted as "Contractor") are invited to submit a
sealed Bid to provide a proposal that encompasses the necessary
furnishment of personnel, equipment, and materials needed to replace the
Baby Pool slide feature with a preference to not to exceed $165,000.00.
Additionally, the Bid calls for three alternates for the removal and replacement
of the rocking frogs, spraying seahorse, and spraying rainbows, specifications
contained herein. The City of Manchester has established special and specific
qualifications for the bidders to ensure quality.
B. Background
The Baby Pool at the Manchester Aquatic Center is a well-used pool. It has
only received painting updates and the seahorse replacement since its initial
construction in 2002. The goal of this project is to revitalize the play pool
features while the pool is closed in the spring of 2026. The City is not tied to
the current design and is open to other options as long as they meet all of the
safety requirements for play pools. Our current budget for this slide
renovation is $165,000.00, however we are open to modifications and
additional costs if necessary for the good of the project, but they will require
approval by the Manchester Board of Aldermen.
II. INSTRUCTIONS TO BIDDERS
In submitting the Bid as herein described, the Contractor represents, warrants,
and covenants that:
A. Contractor has carefully examined specifications and all provisions
contained in this Request for Bid relating to items to be furnished or the work
to be done and understands the meaning, content, and requirements of and
agrees to the same. Bidders must thoroughly examine the site and review the
specifications, including addenda, if any, before submitting a Bid. No Bidder
may assert after Bids have been reviewed that there was a misunderstanding
concerning the specifications, the conditions under which the work must be
performed, or the quantities of work involved.
B. Contract. The Contractor will enter into a written contract in substantially the
form of Addendum A (the "Agreement") with the City of Manchester with the
terms and conditions set forth herein and furnish the items and complete the
work in the time specified for the prices quoted in the accepted Bid.
C. Bid Submittal. The Bid, must be signed, sealed, and marked “Schroeder
Park Aquatic Center Baby Pool Upgrades” and delivered to the Manchester
Parks, Recreation, & Arts Department, 359 Old Meramec Station Rd.,

Manchester MO, 63021, no later than until 11:00 am on Thursday, January
22nd, 2026.
D. Bid Process No Bid can be withdrawn after the time set for receiving Bid.
Action on Bid will be taken within a period following receipt of bid, not to
exceed thirty (30) days after the opening of the Bid.
Bid must be accompanied by a completed Bid Form (the "Bid Form") and
include all information required by this Request for Bid pertaining to
equipment, personnel, references, past experience, and insurance; failure to
do so could result in disqualification of the Bid.
E. Bidder's Declaration
The Contractor will not be permitted to use, to its advantage, any omission or
error in the Request for Bid, the specifications, requirements, or the Contract
Documents, and the City reserves the right to issue new instructions for such
error or omission if originally specified. All Contractors submitting a Bid must
submit the bidders declaration (the "Bidders Declaration”), which is part of the
Bid Form, a copy of which is attached. The "Bidder's Declaration" states that
he/she has thoroughly examined the site and reviewed the specifications,
including addenda, if any, before submitting a Bid. No Bidder may assert after
bids have been reviewed that there was a misunderstanding concerning the
specifications, the conditions under which the work must be performed or the
quantities of work involved; and that he/she has carefully prepared, examined
and checked to ascertain that no mistake or error is contained in the Bid; and
that he/she will make no claim for correction or modification after the closing
time for the receipt of the Bid. To view the site, contact the Parks Department

F. Addenda to Request for Bid
If the Contractor has any questions which arise concerning the true meaning
or intent of the specifications or any other requirements stated herein, the
Contractor shall request, in writing by e-mail, that an interpretation be made in
an Addendum issued by the City, and which shall be made available to all
Contractors bidding pursuant to this Request for Bid. Failure to have
requested an Addendum governing any such question shall not relieve the
bidder from delivery in accordance with the intent of the specifications. All
questions regarding this specification shall be directed to Kat Schien, Director
of Parks, Recreation & Arts, at (636) 391-6326, ext. 404 and must be
submitted at least four (4) days prior to bid submission date.
G. Experience
The Contractor shall have 5 years practical experience and successful history
in the application of the specified products for municipal pools and water
parks of equal size. Bidder must furnish a list of references with contact
persons and telephone numbers.
