Scope of Services
The project scope includes installing and maintaining all equipment and providing a turnkey violation notice processing system for issuing and adjudicating school zone speed violations. The proposer must identify in its proposal whether it intends to outsource any turnkey violation notice processing functions, including violation processing, accessing motor vehicle information via fiber or any other approved method, and printing and mailing violation notices.

The Contractor is responsible for complete compliance with all laws, rules, and regulations which may be applicable. This RFP and any resulting Contract intend to require that the Program provided comply with all of the requirements established by the State of Florida and the Florida Department of Transportation (“FDOT”). The City intends to have effective, fair, and reliable school zone speed enforcement pursuant to the Program.

The Contractor will supply a speed camera detection system and program for school zones within the City of Kissimmee that are designated by the City of Kissimmee Commission. Contractor’s consideration for this project shall be either a Flat-Fee, Revenue Share, or Cost-Per Ticket Model. All installation, maintenance, calibration, administration, and regulatory compliance costs are the responsibility of the vendor.
