The State seeks to obtain one to four qualified educational service center (ESC) organizations that will provide up to a total of four (4) regional field coordinators (RFCs), each of which would be located regionally within four quadrants as described in Supplement One of this RFP. The RFCs shall provide training, coaching and consultation on the implementation of PBIS, Social Emotional Learning (SEL), and other student behavioral wellness programming to Ohio’s SSTs, ESCs and Local Education Agencies (LEAs). PART ONE: EXECUTIVE SUMMARY
PURPOSE. This is a Request for Competitive Sealed Proposals (RFP) under Section 125.071 of the Ohio Revised Code
(ORC) and Section 123:5-1-08 of the Ohio Administrative Code (OAC). The Department of Administrative Services (DAS),
Office of Procurement Services, on behalf of the Ohio Department of Education (ODE) [the Agency], is soliciting competitive
sealed proposals (Proposals) for School Climate Regional Field Coordinators and this RFP is the result of that request. If a
suitable offer is made in response to this RFP, the State of Ohio (State), through DAS, may enter into a contract (the Contract)
to have the selected Offeror (the Contractor) perform all or part of the Project (the Work). This RFP provides details on what is
required to submit a Proposal for the Work, how the State will evaluate the Proposals, and what will be required of the
Contractor in performing the Work.
This RFP also gives the estimated dates for the various events in the submission process, selection process, and performance
of the Work. While these dates are subject to change, prospective Offerors must be prepared to meet them as they currently
stand.
Once awarded, the term of the Contract will be from the award date through September 30, 2020. The State may solely renew
this Contract at the discretion of DAS for a period of one month. Any further renewals will be by mutual agreement between
the Contractor and DAS for any number of times and for any period of time. The cumulative time of all mutual renewals may
not exceed three (3) years and are subject to and contingent upon the discretionary decision of the Ohio General Assembly to
appropriate funds for this Contract in each new biennium. DAS may renew all or part of this Contract subject to the
satisfactory performance of the Contractor and the needs of the Agency.
Any failure to meet a deadline in the submission or evaluation phases and any objection to the dates for performance of the
Project may result in DAS refusing to consider the Proposal of the Offeror.
BACKGROUND. In January 2013, the State Board of Education approved the policy on Positive Behavior Interventions and
Supports (PBIS) and Restraint and Seclusion. This was followed by approval of Rule 3301-35-15, Standards for the
Implementation of PBIS and the Use of Restraint and Seclusion, in April 2013. The policy and rule required Ohio school
districts to implement positive behavior intervention and supports on a system-wide basis. For the past six years, ODE in
partnership with the regional State Support Teams (embedded link) [SSTs] has trained, coached and supported Ohio schools
in their implementation of PBIS. Moving forward, ODE is dedicated to enhancing state, regional and local capacity for PBIS.
OVERVIEW. There is tremendous excitement and momentum building in Ohio around PBIS and the importance of school
climate to student success. Ohio’s recently adopted strategic plan for education, Each Child, Our Future, explicitly recognizes
the need for a quality school climate in every school to support student well-being, academic achievement and future success.
Most recently, Ohio’s Supporting Alternatives for Fair Education (SAFE) Act was enacted as one of the strongest state laws in
the country addressing multitiered behavioral supports in the interest of reducing disciplinary referrals especially for PK-3
students. This bill strengthens requirements for school districts to implement PBIS, social-emotional learning supports, and
trauma-informed practices. Supported by new legislative mandates and the School Climate Transformation Grant (SCTG),
ODE is enthusiastic to continue building statewide capacity to implement PBIS. In doing so, Ohio hopes to increase the
overall number of schools implementing PBIS with fidelity, thus improving school climate, reducing disciplinary actions and
ensuring more students remain in the classroom and motivated to learn.
To achieve this goal, the State seeks to obtain one to four qualified educational service center (ESC) organizations that will
provide up to a total of four (4) regional field coordinators (RFCs), each of which would be located regionally within four
quadrants as described in Supplement One of this RFP. The RFCs shall provide training, coaching and consultation on the
implementation of PBIS, Social Emotional Learning (SEL), and other student behavioral wellness programming to Ohio’s
SSTs, ESCs and Local Education Agencies (LEAs).
For reference, the term ‘local educational agency’ means a public board of education or other public authority legally
constituted within a State for either administrative control or direction of, or to perform a service function for, public elementary
schools or secondary schools in a city, county, township, school district, or other political subdivision of a State, or of or for a
combination of school districts or counties that is recognized in a State as an administrative agency for its public elementary
schools or secondary schools.
As its discretion, the State may award one to four contracts and may select one to four ESC organizations, as determined by
the evaluation criteria and the best interests of the State’s goal(s). The State may additionally select a single qualified
organization in order to provide quality regional coverage in the event four individual Offerors are not able to provide a
qualified field coordinator for each quadrant. Therefore, Offerors may propose RFCs for all four quadrants or may propose
RFCs for one or more specific quadrants. Offerors who propose RFCs for more than one quadrant must clearly indicate the
candidate(s) resume(s) for each respective quadrant and comply with the proposal submission requirements delineated in this
RFP. The State may request additional information or clarification at any point to ensure the accuracy of Offeror, candidate
and RFC selection.

These are grant funded positions funded by a U.S. Department of Education SCTG, as well as funded with Title IV State
Activities funds. Funding for the five-year SCTG is slated to expire on September 30, 2023. Title IV funding is contingent on
availability of annual federal appropriations.
OBJECTIVES. DAS has the following objectives that it wants this Work to fulfill, and it will be the Contractor’s obligation to
ensure that the personnel the Contractor provides are qualified to perform their portions of the Work:
A. Build regional capacity to train and coach PBIS implementation in Ohio districts and schools;
B. Scale up regional coaching systems to improve consistency of training and coaching, and improve fidelity of PBIS
implementation statewide; and,
C. Incorporate additional behavioral health initiatives into PBIS implementation.
CALENDAR OF EVENTS. The schedule for the Project is given below and is subject to change. DAS may change this
schedule at any time. If DAS changes the schedule before the Proposal due date, it will do so through an announcement on
the State Procurement Web site area for this RFP. The Web site announcement will be followed by an addendum to this RFP,
also available through the State Procurement Web site. After the Proposal due date and before the award of the Contract,
DAS will make scheduled changes through the RFP addendum process. DAS will make changes in the Project schedule after
the Contract award through the change order provisions located in the general terms and conditions of the Contract. It is each
prospective Offeror’s responsibility to check the Web site question and answer area for this RFP for current information
regarding this RFP and its calendar of events through award of the Contract. No contact shall be made with agency/program
staff until contract award is announced.

During the performance of the Work, a State representative (the “Agency Project Representative”) will represent the Agency
and be the primary contact for matters relating to the Work. The Agency Project Representative will be designated in writing
after the Contract award.
