OVERVIEW
Snohomish Conservation District (SCD) seeks to purchase up to 1,500 edible trees from one or more suppliers.
SCD requires up to 1,500 edible trees for the planting season in the Spring 2027. The trees can be a variety of sizes
and stock types ranging from bareroot to potted. SCD is open to procuring multiple species and varieties that will
establish and thrive in the Pacific Northwest.
SCD reserves the right to amend this solicitation for administrative or technical purposes or to make no awards.
ELIGIBLE APPLICANTS
Any organization or entity that has the capacity, experience, and legal status necessary to provide the materials
described in this RFP is eligible to apply. This includes state agencies, local and tribal governments, non-profit
organizations, institutes of higher education, graduate researchers, and private businesses or contractors.
Any firm, association or corporation or any person in a controlling capacity or any position involving the
administration of federal, state or local funds is not currently under suspension, debarment, voluntary exclusion,
or a determination of ineligibility by any agency; has not been suspended, debarred, voluntarily excluded or
determined ineligible by any agency within the past three (3) years; does have a proposed debarment pending;
has not been indicted, convicted or has not had a civil judgment rendered against said person, firm, association or
corporation by a court of competent jurisdiction in any matter involving fraud or misconduct with the past three
(3) years.
SELECTION CONSIDERATIONS
The proposals received will be evaluated and ranked according to the following criteria:
1. Cost
2. Preference toward suppliers with the ability to provide multiple species
3. Preference for ability to deliver to Lake Stevens, WA, February-April 2027
4. Capability of meeting the project schedule and expected project deliverables
CONTRACTING, INVOICING, AND PAYMENT
Vendors shall provide an Invoice or Sales Order which shall serve as a contract.
SCD shall provide a deposit payment upon finalization of the sales order.
Vendors shall provide a final invoice for balance payment of sales order after delivery / pick-up of plant materials.
SUBMITTING FOR CONSIDERATION
Interested vendors shall submit a price list electronically through the SCD’s webpage for District Business no later
than September 14,, 2026 by 3pm.
The submission form collects the following:
1. Vendor contact information
a. Company Name, Contact Information, Business Website, and, if there is no company website, the
location of operation
2. Information about the ability to deliver and delivery fee.
a. Are you able to fulfill a plant order between XX date and XX date? [Yes/no check box]
1. If not, provide alternative proposed dates
b. Can you deliver to Lake Stevens, WA, February - April 2027? [check box Yes/No]
c. Delivery fee [text box]
3. Vendors must attach
a. Nursery Price List or link that includes:
● Price list year, common name, botanical name, quantity available, tree size, and cost per tree
● Delivery fee if applicable
Hard copies, faxed, or telephone proposals will not be accepted.
Any other communication will be considered unofficial and non-binding on SCD. Applicants are to rely on written
statements issued by SCD.
APPLICATION REVIEW PROCESS
A selection committee will review and evaluate submissions based on the selection considerations detailed above.
Proposals will be rejected if they do not meet the requirements of this solicitation.
