OVERVIEW
Snohomish Conservation District (SCD) is issuing this RFP to identify eligible nurseries to provide fruit trees for the
2026 Urban & Community Forest program.
SCD reserves the right to amend this solicitation for administrative or technical purposes or to make no awards.
Eligible Applicants
Any firm, association or corporation or any person in a controlling capacity or any position involving the
administration of federal, state or local funds is not currently under suspension, debarment, voluntary exclusion,
or a determination of ineligibility by any agency; has not been suspended, debarred, voluntarily excluded or
determined ineligible by any agency within the past three (3) years; does have a proposed debarment pending;
has not been indicted, convicted or has not had a civil judgment rendered against said person, firm, association or
corporation by a court of competent jurisdiction in any matter involving fraud or misconduct with the past three
(3) years.
TIMEFRAME
SCD will review plant availability and price lists, create orders, and pay deposits between November 1, 2025 and
August 31, 2026.
All orders are required to be delivered to the SCD location in Lake Stevens or be available for pick up by SCD staff.
All orders shall be inspected by SCD staff upon delivery or pick-up, and certified that they meet expectations.
SELECTION CONSIDERATIONS
Selection Considerations:
● Preference for providers who can deliver to the SCD location in Lake Stevens, Washington.

● Preference toward suppliers with the ability to provide multiple species.
● Reliability of nursery operations (e.g., in business for more than one year, high-quality plants, pest and
disease free).
● Price of plants inclusive of delivery costs.
● Preference towards container stock
CONTRACTING, INVOICING, AND PAYMENT
Vendors shall provide an Invoice or Sales Order which shall serve as a contract.
SCD shall provide a deposit payment, if needed, upon finalization of the sales order.
Vendors shall provide a final invoice for balance payment of sales order, to be paid by SCD after delivery / pick-up
of plant materials or in accordance with vendor payment policy.
SUBMITTALS FOR CONSIDERATION
Interested Vendors may submit electronically through the SCD’s webpage for District Business when the RFP
opens or may submit directly to Haly Rylko, Community Conservation Project Manager, at
hrylko@snohomishcd.org.
The submission form collects vendor contact information and a price/cost list for available trees.
Hard copies, faxed, or telephone proposals will not be accepted.
Any other communication will be considered unofficial and non-binding on SCD. Applicants are to rely on written
statements issued by SCD.
