Scale Maintenance and Calibration Inspection Services

Project Description: Hillsborough County intends to recommend the award of sole source procurement to Controls & Weighing Systems, Inc., for a five (5) year period at a total cost of $186,269.72 for the maintenance, calibration, and inspection services of proprietary B-Tek scales within the Solid Waste Management Department (SWMD). This service is imperative for SWMD to maintain the required satisfactory scale operations and legal trade status with the Florida Department of Agriculture and Consumer Services, Bureau of Compliance. This procurement is being made in accordance with Section 3-205(2)(e) of the County’s Procurement Policy as only one (1) known distributor is authorized to sell, repair, and perform maintenance services on the proprietary equipment and is being provided by the original equipment manufacturer (OEM) authorized agent, Controls & Weighing Systems, Inc. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and services that are substantially and materially the same as those identified in the attached Vendor Quote dated May 8, 2025, must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
