Jail Cameras and Cameras for Public Buildings
(Sheriff’s Office)
TO ALL PROSPECTIVE BIDDERS:
The following questions were submitted by potential bidders. Our answers
are listed below in red:
1. Will there be a timeline in place for which part of this work will take priority for
completion, ie What will be the main focus, such as first replacing the existing cameras?
First order will be replacing existing cameras at our three housing facilities, secondly
other replacements at our other buildings. Then lastly on to new installations.
2. Do you all have a estimated completion timeframe for the completion of the entire scope
of work?
Timeframe discussions will go on after bid is awarded, though we will look proceed as
quickly as possible.
3. Will mount types and quantities be provided by SCG for the cameras itemized?
A. Wall mount and pendant for the newly added 360-degree camera, AXIS P3727-PLE,
at Pistol Range will be needed. As for the two existing 360-degree upgrades, old camera
AXIS P3707-PE, at 201 Poplar, new cameras AXIS P3727-PLE, new pendants only
needed if the newer model’s footprint is different.
B. Discovery Playground, two cameras, and Dog Park, one camera, will require new wall
mounts and pendants. Current cameras AXIS Q6045-E-MkII and AXIS Q6044-E, new
camera AXIS P3727-PLE, three.
C. The eight 180-degree cameras on the exterior of 201 Poplar and one at our K-9
division are vertical cameras attached to weatherproof, single gang boxes and will be
swapped for horizontal cameras. If the existing weatherproof boxes cannot be re-used,
new ones must be installed. All new 180-degree cameras can be mounted directly to the
walls where they are being installed.
4. Will there be a daily check in / check out process for contractors?
Contractors will need to check in daily to get visitor ids and to arrange for that day’s
escort(s). Information will be provided after bid is awarded. We will make arrangements
with the jails for getting the contractor’s tools, a single gang box only, checked in once
and then stored daily inside the facility.
5. Will contractors be escorted throughout installation?
Contractors will definitely be escorted through the men’s jail, women’s jail and our
Juvenile Courts building. Also, any building that houses courts will also require escort.
The winning bidder’s workers can obtain vendor IDs that will make navigating non
courts’ buildings easier. Those require a background check form and then the
subsequent background to be done by
6. Will contractors be required to take any safety training prior to installation?
No safety training will be required.
7. Are there any sections of the project that will require contractors to install outside of
normal working hours?
Anywhere there are courts will require after normal court business hours to work.
8. Will all cameras be accessible from a ladder, or will a lift be required?
The three separate pole cameras at Shelby Farms, one of the new Pistol Range
cameras as well as the exterior ones at Jail East, two at the dock at 201 Poplar and the
one additional exterior at 201 Poplar will require a bucket truck or lift to safely reach.
9. Will a Bid Bond be required?
No Bid Bond required.
10. Does Shelby County have a company that maintains the Radio Tower to contact for
moving the wireless receiver?
The company that maintains the Radio Tower for the Sheriff’s Office is Integrated
Communications here in Memphis on Reese Road. They sub climbs out to a company
from Arkansas.
11. Given that the BriefCam platform provides dashboards that are often used by Traffic
Management and Planning, and those dashboards do not require additional licensing,
only that camera streams chosen as “sources” have a Review license (for on demand)
or Respond license (for real time data) – Do you see Traffic Management and Planning
taking advantage of this feature, and if yes, how many camera streams would they like
to see licensed for their data sources?
We would be looking to have all cameras capable. For baseline purposes lets go with a
1000 camera count.
12. Where Respond (real time) licenses allow for multiple rules with a single license,
including continuous processing for “Instant Review” (ie find the vehicle of interest,
person of interest with zero delay)…how many camera streams would you see licensing
with Respond (real time) licenses
For baseline purposes let’s go with a 1000 camera count.
13. Where Respond includes facial matching against a watch list, and is often used by
county courthouses across the country – do you see your agency using this feature, and
how many cameras would you like to license with Respond?
No
14. Given that BriefCam facial matching/ facial recognition does not tie to any cloud
database, nor is any information on a customer’s system shared or pushed out, is the
use of facial matching/ facial recognition a forbidden methodology under current local
legislation or county policy?
We will not be utilizing this feature.
15. Since BriefCam can be deployed with Facial Recognition disabled AND there is now a
version with Facial Recognition completely absent…if the answer to the above question
is “FR is not allowed” Would the county be interested in the version without FR? (Note:
pricing is the same, and changing to the version with FR at a later date would only incur
the labor costs and potentially additional computational resources)
Yes, the absent FR version.
16. Since Respond licenses can be moved to any camera that has a Review license, and
includes License Plate Recognition, do you foresee using BriefCam to augment your
other LPR systems? And if yes, how many Respond licenses might be needed for that?
We will not be using LPR.
17. As many cities and counties have wound up adding Review licenses over time to help
with forensic investigations, do you foresee making the investment with this project to
put Review licenses on all (or most cameras)? And if not, how many camera streams do
you see yourself licensing with Review (for forensic investigations and on-demand data
dashboards?)
For baseline purposes let’s go with a 1000 camera count.
18. I’m counting 17 AXIS P4705-PLVE Cameras for the Crime Victims Center in the
“Additions” Tab, Page 2.However, on Page 3, it only reflects 11 cameras are to be
quoted. Can you confirm / elaborate on that discrepancy?
At current two multi-sensor 360 cameras are in location at the Crime Victims Center,
named as Crime Victims Center Parking 1-8, exacqVision sees them as 8 cameras.
When those two are replaced physically with two AXIS P4705-PLVE, exacqVision will
then see it as 11 total cameras, not 17 anymore. Camera count for the building will then
be a total of 11, two AXIS P3265-LVE, seven AXIS P3265-V and two AXIS P4705-
PLVE.
19. Please specify what the confirmed final counts are for each type of camera/mount being
replaced, and each type of camera/mount being added. *Clarifying confusion from
documents provided at site visit.

20. Can you tell me the average square footage of wire & conduit that will be necessary per
camera for installation?
For purposes of the quote use 300 feet as your baseline.
21. Regarding the “additional cameras” that are proposed to be stocked, do we need to
quote the wire & conduit necessary to install these cameras as part of the proposal?
Yes, for 80 of them.
