TO ALL PROSPECTIVE BIDDERS:
The following question(s) were submitted by potential bidders with answers listed below in red:
Q-6. I would like to request the plans for the SB-I000959 Highland Oaks Park project. If there is
any additional information available, that would also be helpful.
A-6. Reference Appendix C Site Plan. The Scope of Work, including aerial photos with
playground locations, site plan and the existing conditions will serve as the basis of your
bid.
Q-7. Is surface mount or direct bury required for installation of the new playgrounds?
A-7. Direct bury is required.
Q-8. Please let us know when the plans and project documents will be released, or if there’s a
specific location/portal we should access them from.
A-8. Reference Q-6/A-6. Shelby County Government bid postings are located on the
County’s website at www.shelbycountytn.gov. At the top of the home page, click on the
dropdown box under “Business”, Click on “Purchasing” and “Bids” to locate the name of
the above-described Sealed Bid. Additionally, the Doing Business with Shelby County
Government pamphlet is included as Attachment A for reference.
Q-9. Are playgrounds composed of standalone features acceptable, or do they need to be
consolidated tower playground structures with multiple levels/decks and other features?
A-9. Consolidated structures are required for the two playgrounds.
Q-10. What is the required ground surface cover in the existing central small pit area, between
the two playground areas?
A-10. This area will be infilled to grade with concrete. No fall protection will be
required here.
Q-11. Given that this solicitation is structured as a low-bid competitive procurement, can the
County clarify how bids will be evaluated for responsiveness and fairness in the absence of
detailed plans, specifications, or a defined equipment standard? Could the County provide
specifications or minimum performance standards—or alternatively consider converting this to
an RFP—to ensure an apples-to-apples evaluation?

Q-12. What are the desired perimeter dimensions for each play area?

Q-13. What is the total square footage of poured-in-place rubber surfacing needed for both play
areas?

Q-14. Since this is a low-bid competitive procurement, please clarify how the County intends to
evaluate bids for responsiveness and fairness without issued drawings, detailed specifications, or
a defined equipment standard. If possible, please provide minimum performance requirements or
baseline specifications. If that is not available, would the County consider issuing an RFP format
to ensure consistent, apples-to-apples evaluation?
