Saskatchewan Health Authority - Continuing Care Services

The purpose of this document is to identify qualified vendors for the potential provision of long-term care and standard short stay care services in Saskatchewan. Numbers of beds, types of service and location, if any awarded, will be evaluated and based on needs assessments.

BACKGROUND

This is an exploration of new opportunities for residents to receive the right care in the right environment, while also helping to improve patient flow across the health system. Continued investment and innovation in long-term and short-stay care will enhance access, quality, and sustainability of services for Saskatchewan. There is commitment to provide seniors and others needing continuing care services safe and comfortable spaces to live and stay.

CURRENT STATE

Currently in Saskatchewan there is a combination of Saskatchewan Health Authority (SHA) and third-party providers delivering continuing care services. These current homes are dispersed across the province. The SHA maintains the responsibility of coordinating the access to the long-term care and short stay care beds. This coordination includes determining client eligibility for the service requested, waitlist management and placement.

CURRENT AND SHORT-TERM NEEDS

The health care system’s efficiency is dependent on a patient first focus providing the right service, to the right patient, at the right time, and in the right environment. The SHA is looking for capacity in the continuing care environments.

All contracted capacity (beds) must be available for occupancy throughout the duration of the contract. The Proponent must seek written approval to use the spaces for other residents. The preference is to have as many of the beds in one home location where possible.

The goal is to maintain as close to 100% occupancy as possible.

In the event that any resident requires hospitalization during their stay in these LTC spaces, the resident will return to the home as soon as they no longer require the intensity of care provided in an acute care hospital.

REQUIREMENTS

Proponents will be required to meet all relevant legislation, regulation, and policies related to delivery of Continuing Care in Saskatchewan, including but not limited to:

Eligible Proponents must be a or be eligible to be a Ministry of Health special-care home and have a proven track record and ability to deliver quality services in a respectful, caring, compassionate and supportive manner. A key element will be the homes’ Proponent’s ability to meet personal care and supervision needs while respecting their values, cultural background, beliefs, and preferences.
