    Notes:

This is a single source posting notification; there are no solicitation documents for download. This posting is not a Request for Bid (RFB) nor Request for Proposal (RFP).

The Minnesota Department of Information Technology Services (MNIT), through its Human and Social Digital Services (HSDS) division and in partnership with the Department of Human Services (DHS), intends to enter into an agreement with SAS Institute Inc. for up to 14 months under MNIT and SAS Master License Agreement No. 55313 to purchase SAS Extended Technical Support for its existing SAS 9.4 software environment.

This support provides continued access to critical vendor technical support services for SAS 9.4 software that has entered limited support status. The extended support reinstates Severity 1 and Severity 2 technical support for two production environments, ensuring timely vendor response to critical system issues, minimizing operational risk, and maintaining the stability, reliability, and continuity of business-critical systems and processes that depend on SAS software.

SAS Institute Inc. retains exclusive ownership of the SAS software and all associated intellectual property rights, including copyrights and trademarks. According to SAS Institute Inc., purchasing the requested Extended Technical Support services through a third party would nullify Master License Agreement No. 55313. Direct procurement from SAS is therefore necessary to preserve the agreement and maintain access to the required technical support services. Because no other vendor can provide these services without affecting the existing agreement, this purchase qualifies as a sole source procurement.

If there are any concerns regarding this single source notification, please contact Rebecca Bley at rebecca.bley@state.mn.us prior to October 27, 2026, at 10:00 AM Central Time. Please include the reference number and title of the posting in the subject line. Or you may call the HelpLine at 651.296.2600 (MN Relay Service for persons with speech or hearing disabilities: 711 or 1.800.627.3529).
