Minnesota IT Services, on behalf of MN Department of Health (MDH), intend to enter into a 1-year renewal with SAS Institute, Inc. for the purchase and continued use of SAS Office Analytics. The SAS software licenses are a renewal to the current SAS software used by MDH.

The purchase of the upgraded software is in line with the Master License Agreement with SAS Institute, Inc., Contract No. 55313, which grants the State of Minnesota a non-exclusive, nontransferable, and non-assignable license for its use. SAS Institute, Inc. retains exclusive ownership rights of their licensed proprietary products and services which are not sold through third-party resellers. For this reason, the State has deemed this purchase to be a sole source purchase.
