BIDS CLOSE APRIL 25, 2024

NOTICE TO CONTRACTORS – Electronic bids will be received until 1:00 p.m. on Thursday,

April 25, 2024 by Becker County through the BidVault website located on Becker County’s OneOffice

website. Bids will be opened and read publicly at the Becker County Highway Department located at

1771 North Tower Road, Detroit Lakes, MN for the purpose of letting a contract for the following

construction improvements:

SAP 003-630-007 – CSAH 30

Otter Tail River Bridge to TH 87

Complete municipal reconstruction.

Frazee City Streets – 8th Street, Rivercrest Road,

Cherry Ave & Downtown Alley

Complete municipal reconstruction.

Major quantities of work are:

Aggregate Base – 2995 CY (CV)

Bituminous Reclamation – 14,804 SY

Bituminous Mixtures – 35,838 SY

Watermain, Sanitary Sewer & Storm Sewer Replacements

Concrete Sidewalk – 9171 SF

Curb & Gutter B618 – 5461 LF

Erosion Control & Turf Establishment

Traffic Control Signing

Traffic Control Striping

To submit an electronic bid, contractors can access plans and bidding documents electronically through

the County’s OneOffice website at https://mn-co-becker.app.rtvision.com/oneoffice/bidding . To proceed

you must click on Bidding and then select SAP 003-630-007 under Contracts. See instructions for

downloading. Plans and proposal may be examined at the office of the Becker County Highway

Department offices located at 1771 North Tower Road, Detroit Lakes, MN.

Any contract or contracts awarded under the Advertisement for Bid are expected to be funded by a loan

from the Minnesota Public Facilities Authority (PFA) under the Drinking Water Revolving Fund (DWRF)

and Clean Water Revolving Fund (CWRF).

Wage rates for this project are subject to the current Minnesota and/or Federal (Davis-Bacon) prevailing

wage rate law.

Bidders on this work will be required to comply with the President’s Executive Orders 11625 and 12138

and Section 129 of PL 100-590 Small Business Reauthorization and Amendment Act of 1988 regarding

service contracts to minority, women’s business enterprises, and small businesses and requires recipients

to utilize affirmative steps in procurement. The requirements for bidders and contractors covered by this

policy are explained in the Instructions to Bidders.

Bidders on this work will be required to comply with President’s Executive Order No. 11246 regarding

Equal Employment Opportunity and any amendments or supplements to that Executive Order.

Bidders shall comply with Title VI of the Civil Rights Act of 1964 (PL 88-352), the Rehabilitation Act of

1973 (PL 93-1123, 87 Stat 355, 29 USC Section 794), the Older Americans Amendments of 1975 (PL 94-

135 Section 303, 89 Stat 713, 728, 42 USC Section 6102), and subsequent regulations, ensures access to

facilities or programs regardless of race, color, national origin, sex, age, or handicap.

Electronic Bids must be accompanied by a corporate surety bond in an amount which is at least equal to

5% of the total bid and may be submitted electronically with BidVault using Surety 2000 or as a hard

copy by mail or other delivery method, either as a corporate surety bond or a certified check made

payable to the Becker County Treasurer. If not submitted electronically, the proposal guarantee must be

received at the Becker County Highway Department, 1771 North Tower Road, Detroit Lakes, MN 56501,

in a sealed envelope clearly marked with the name of the bidder, type of work and project number by

4:30 pm CST, the business day prior to the specified date of bid opening.

The County Board reserves the right to reject any or all bids, to waive informalities therein and to accept

the bid deemed most advantageous to Becker County.
