Sanitary Sewer System Master Plan, CIP And Hydraulic Modeling Services RFQ

The Utilities Division of the City of Cayce (City) is requesting qualifications from qualified and experienced Civil Engineering firms with expertise in sanitary sewer master planning, capital improvement program (CIP) development and hydraulic modeling services for the City’s sanitary sewer system. The City expects the Consultant to have an extensive background in municipal engineering and to develop a comprehensive plan reflecting the needs of the existing system and potential growth in undeveloped sections of the City’s sewer service area.

The City of Cayce owns and operates a wastewater system that includes approximately 285 miles of sewer lines and 76 sewer pump stations. The City’s sewer service area encompasses the City limits, as well as portions of West Columbia, Springdale, South Congaree, Pine Ridge, Lexington County and the Columbia Metropolitan Airport. Flow from this system and from other entities, including the Town of Lexington, Joint Municipal Water and Sewer Commission, and Calhoun County, discharges to the City’s Regional Wastewater Treatment Plant. The wastewater treatment plant is permitted for 25 million gallons per day (MGD) flow. Effluent from the plant is discharged to the neighboring Congaree River. This system serves multiple classes of customers, including residential, commercial, and industrial users, and has a mixture of undeveloped areas for future services and built-out areas requiring rehabilitation on existing services.
