Meridian Township is putting out for bid a contract to rehabilitate a portion of its sanitary sewer system. The work will consist of a variety of trenchless pipe and manhole restorations with the goal of reducing the amount of groundwater infiltrating the system as well as improving the stability and resiliency of the sewer network.
The bulk of the mainline rehabilitation will be Cured-in-Place-Pipe installations (full segment and sectional). Some mainline joint grouting will be included. The Manholes to be restored will either be lined with a Cementitious liner and/or be fully grouted. Some manholes will require grouted pipe connections or rebuilt chimneys.
Scope of work:
Proposals shall include the furnishing of all labor, materials, and equipment necessary to complete the project as outlined in the contract book and plans.
Work on the project may commence at any time after the Notice to Proceed is issued and shall be completed by August 1, 2027. Sanitary Sewers crossing Railroads (Priority List 1) must be lined by November 1, 2026. No work will be permitted between November 1, 2026, and March 15, 2027.
Meridian Township will receive sealed bids for the Sanitary Sewer Rehabilitation 2026 project at the Charter Township of Meridian Municipal Building, 5151 Marsh Road, Okemos, Michigan 48864, until 11:00 a.m. local time, Friday, July 24 th , 2026. At this time, the received proposals will be opened and read aloud.
The Township will evaluate proposals received based on professional qualifications and experience, the completeness of the proposal, the ability to meet the project work schedule, and the total bid cost. The Township reserves the right to reject all bids, waive informalities or irregularities, and accept the bid that it determines to be in the best interest of its residents.

Sealed proposals will be received by Meridian Township, Ingham County, Michigan, at the Meridian Township
Clerk's Office, Municipal Building, 5151 Marsh Road, Okemos, Michigan, 48864-1198, Ph. (517) 853-4000, up

to 11:00 a.m., local time on July 24 , 2026 for the rehabilitation of sanitary sewer mains and manholes, after
which time, proposals will be publicly opened and read aloud.
Bids are solicited on a unit price basis. The work involves the following major bid items:
* Approximately 12,880 feet of 8-, 10-, 12- 18- and 36-inch Cured-In-Place Pipe (CIPP) liner;
* Approximately 2,500 feet of 8-, 10-, 21- and 24-inch mainline joint grouting;
* Grouting approximately 150 lateral connections;
* Various Rehabilitation Techniques on 72 manholes; and,
* Bypass Pumping

Each proposal shall be accompanied by a certified check or a bid bond by a recognized surety company
similar to a U.S. Government Standard form bid bond, in the amount of five percent (5%) of the bid, payable to
the Meridian Township, Ingham County, Michigan as security for the acceptance of the Contract.

The Vendor's agreement to pay prevailing wage rates is one relevant consideration that Meridian Township

directly upon the site of work, at least the prevailing wages and fringe benefits as determined and published
by the United States Department of Labor for the Ingham County area.

1. PROPOSALS
Proposals must be made upon the forms provided, without modifications or changes, and all other data submitted

7. EXECUTION OF AGREEMENT
The bidder to whom an award is made will be required to enter into the written contract included herein, within ten
(10) calendar days after being notified of the acceptance of his bid and receipt by him of the copies of the documents
to be executed. In case of failure to comply with this requirement, he may be considered to have abandoned all his
r ights and interests in the award and his certified check or amount of bidder's bond may be declared to be forfeited

work proposed under this Contract.
The bidder to whom this contract is awarded will not be entitled to any additional compensation by reason of his
failure to fully acquaint himself with the conditions at the site or by his failure to fully examine the plans,
