INVITATION TO BID

Sealed bids, subject to the conditions contained herein, will be received by the County of Oneida

c/o Oneida County Department of Water Quality and Water Pollution Control until 11:00 A.M.,

local time on June 9, 2026, and then publicly opened and read for:

Sanitary Sewer Flow Monitoring Services

Oneida County

Specifications MUST be OBTAINED from the Oneida County Purchasing Department, 7th Floor, 800

Park Avenue, Utica, New York 13501. Administration fees are as follows: $10.00 if picked up in

person or $15.00 for mailing. Cash is not acceptable, and fee is non-refundable. (Mail is by 1st Class

or Priority Only) This bid is also available electronically (Empire State Purchasing Group-Bid Net) by

going to the County website and following the links at:

http://www.oneidacountyny.gov/departments/purchasing/ (fee for electronic retrieval is also

$10.00 and should be mailed with bid submission). Bids without fee may not be considered

Copies of the bid documents may be examined at no expense at the Oneida County Purchasing

Department. Upon examination potential bidders may purchase a book as described above and

bidders may not obtain books from any other source or bid will be disqualified.

Sealed bids must be returned on the form furnished. Bids must be received before the deadline

specified above—late bids will not be considered. The return envelope must be clearly marked

with the bid reference number and bid name on the outside lower left corner and addressed to

Oneida County Department of Water Quality and Water Pollution Control, 772 Sewage Plant Road,

P.O. Box 442, Utica, NY 13503-0442

Inquiries regarding details of the specifications must be directed in writing to Dale Lockwood, Chief

Wastewater Treatment Plant Operator (DLockwood@oneidacountyny.gov) no later than 12:00PM

(Noon), May 29, 2026.

The County reserves the right to revise or amend the bidding documents prior to the date set for

opening bids. Such revisions and amendments, if any, will be announced by addendum to this

advertisement. The County also reserves the right to waive any irregularity and reject any or all

bids received.
