2. Closed Circuit TV Inspection of Sewer Lines

The allotted time for construction will be agreed upon between the city representatives and the

contractor prior to the beginning of work. All materials will be supplied by the city to complete

any required work.

ADVERTISEMENT FOR BIDS
Separate sealed Bids for the Sanitary Sewer CCTV Program will be received by the City
of Bristol Purchasing Office at 801 Anderson Street, Room 203, Bristol, TN 37620 until 14
April, 2026 at 10:00 A.M. (Local Time) at which time they will be publicly opened and read
aloud. Late bids are not accepted and will not be opened.
The CONTRACT DOCUMENTS may be examined at the following locations:

Copies of the contract documents will be posted on the City's website. Prospective Bidders
must obtain the contract documents directly from LDA Engineering (rrobertson@ldainc.com) to
be considered an official bidder and submit a bid on the project. This requirement does not apply
to subcontractors and material suppliers. Documents in .pdf format will be electronically
transferred.
No bid may be withdrawn within sixty (60) days after the scheduled closing time for receipt
of Bids.
The Owner reserves the right to reject any and all Bids; to waive irregularities in the Bids;
to award bids based on individual items, groups of items, or on the entire list of items; and to accept
the bid that is in the best interest of the City.

Questions concerning the CONTRACT DOCUMENTS will be directed in writing to the
ENGINEER: Reuben Robertson, P.E., rrobertson@ldainc.com, LDA Engineering, 4718 Lake
Park Drive, Suite 4, Johnson City, TN 37615, Telephone: (865) 250-9986, and copied to Mark
Quickel mquickel@bristoltn.gov.gov. All questions will be answered by issue of an addendum.
The cutoff time for all questions is 5:00 p.m. on 8 April, 2026. Any questions submitted after
this time may be unanswered.
All Bidders must be licensed Contractors as required by the Contractor's Licensing Act of
1994. Bidder's name, address, license number, expiration date and that part of classification which
applies to the Project(s) and the name, address and licensing information for Masonry, Plumbing,
HVAC and Electrical Contractors must be on the sealed envelope containing the executed Bid
Proposal. All required items must be listed, with any item(s) that are not applicable to the Project
in accordance with the Regulations to be marked "not applicable to this project". In compliance
with the act, sealed envelopes will not be opened unless all required information is properly
displayed. Contractor must comply with all "Drug Free Requirements" and the "Iran Divestment
Act" and the "No Boycott of Israel." All Bidders must comply with Title VI of the Civil Rights
Act of 1964, as amended.

The allotted time for construction will be agreed upon between the city representatives and the

any required work. There shall be a tentative start date of 30 April, 2026 and a tentative end date
of 30 April 2027. With the possibility of a two consecutive 12 month extensions at the sole
discretion of the owner and with the agreement of the Contractor.
NOTICE: A virtual Pre-Bid Conference will be held on 31 March, 2026 at 2:30 p.m.

Instruction to Bidders
1. Each bid must be signed by the bidder with his/her original signature on the Bid Pricing Sheet for consideration. Bids by a
Partnership must be signed with the partnership name by one of the members of the partnership, or by an authorized
representative, followed by the signature and title of the person signing. Bids by Corporations must be signed with the
name of the corporation, followed by the signature and designation of the president, secretary, or person authorized to
legally bind the corporation.
2. Bids must be received prior to the specified time of closing as designated in the invitation. Bids received late will be returned
unopened to the bidder.
3. Envelopes must be sealed (taped or glued) when submitted and must be properly noted with the bid reference number and
the description of the bid item. Separate bids must be submitted for each reference number. The City will not be held
responsible for the premature opening of unmarked envelopes if sent through regular mailing system. Facsimile
transmissions of bidding documents will not be accepted.
4. Bids containing erasures or corrections thereon will be rejected unless said erasures or corrections are noted over the initials
or signature of the bidder.
5. Bids may be submitted on any one item or any group of items unless otherwise stated herein. The unit price must be shown
for each item or group of items as requested.
6. References in the Description of Requirements and Specifications describing the material, supplies, or services required of
a particular trade name, catalog or model number are made for descriptive purposes to guide the bidder in interpreting the
type of material or supplies or nature of the work described. They should not be construed as excluding offers on other type
of materials and supplies or of performing the work in a manner other than specified. However, the bidders attention is
called to Paragraph 6 of the General Conditions which must be strictly adhered to.
7. All bids shall remain valid for a period of sixty (60) days after bid opening unless a longer period is otherwise stated herein.
8. Bids are to be mailed to or delivered to the Purchasing Department, Bristol City Hall, 801 Anderson Street, Room 203, Bristol,
Tennessee 37620. One original and one copy of each bid proposal must be submitted for review, unless otherwise stated.
9. The City of Bristol is tax-exempt and sales taxes are not to be included on the bid. Any bid including sales taxes will be
adjusted at the time of the bid opening. The City's sales tax exemption number will be provided to the successful bidder.
10. In the event bidder fails to honor bid, they will be declared non-responsible and removed from future bid opportunities. If
bidder is submitting equipment from current inventory, the bid must be valid for a period of sixty (60) days after bid opening
and cannot be subject to prior sale provisions.
11. In accordance with T.C.A. 62-6-119 all contractor license information, including electrical, plumbing, and HVAC must be
listed on the outside of the bid envelope for projects of $25,000 or more. All masonry contractor information must be
included for masonry portions of a project exceeding $100,000. In order to comply, list the name of the project, contract
number, name, address, and contractor's license number of the Bidder, expiration date of the Contractor's license, the
classification applying to this bid, and date and time of opening. All contractor information must be included for any of
the above types of contractors. If this information is not listed, the bid will be deemed non-responsive.

In compliance with your Advertisement for Bids, BIDDER hereby proposes to perform all
work for the Sanitary Sewer CCTV Program, in strict accordance with the CONTRACT
DOCUMENTS, within the time set forth therein, and at the prices stated below:
By submission of this BID, each BIDDER certifies, and in the case of a joint BID each
party thereto certifies as to his own organization, that this BID has been arrived at independently,
without consultation, communication, or agreement as to any matter relating to this BID with any
other BIDDER or with any competitor.
BIDDER hereby agrees to commence work under this contract on or before a date to be
specified in the NOTICE TO PROCEED. The term of this contract shall be 365 days from the
Notice to Proceed date. With the possibility of two additional 365 days extensions at the sole
discretion of the OWNER with agreement of both contracted parties.
BIDDER acknowledges receipt of the following ADDENDA:
BIDDER understands that the OWNER reserves the right to reject any or all bids and to
waive any information in the bidding.

Upon receipt of written NOTICE OF AWARD of this Bid, BIDDER will execute formal
contract attached within ten (10) days and deliver Bonds as required by the General Conditions.
Statement of Compliance with the Iran Divestment Act: By submission of this bid, each
bidder and each person signing on behalf of any bidder certificates, and in the case of a joint bid
each party thereto certifies as its own organization, under penalty of perjury, that to the best of its
knowledge and belief that each bidder is not on the list created pursuant to Tennessee Code
Annotated 12-12-106.
No Boycott of Israel: Pursuant to Tennessee Code Annotated 12-4-119. By signing and
submitting a bid, the bidder certifies that it is not engaged in a boycott of the State of Israel and
shall not boycott the State of Israel through the term of any Contract based on this Proposal. For
purposes of this certification, "boycott of Israel" shall be statutorily defined by Tennessee Code
Annotated 12-4-119(a). If the value of any contract based on this Proposal is less than
$250,000.00 or Proposer employs less than ten (10) employees, then this certification shall not
apply.
The Bid Security attached at ten (10%) percent of the Bid Price contained herein or in the

and bond are not executed within the time above set forth, as liquidated damages for the delay and
