Project Description: General Notice
South Hanover Township Sewer Authority (Owner) is requesting Bids for the construction of the following Project:
Sand Beach Pump Station and Force Main
025942098
Bids for the construction of the Project will be received electronically via PennBID at https://pennbid.bonfirehub.com, Monday, October 27th at 1:00 PM local time. Interested bidders need to register with PennBID . Once registered, bidders can obtain all project documents and submit and update their bids online. At that time the Bids received will be publicly opened and read. Bids shall remain open for a period of 60 days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening. Bids may not be withdrawn during this period.
The Project includes the following Work:
The Project involves the construction of a new pump station with a wet well and control building, a new force main from the new pump station to an existing manhole, lining of connecting manholes, and site work. All of which includes electrical, retaining wall, stormwater controls, and grading.
Separate Bids will be received for the following Contracts:
2023-02 General Construction
2023-03 Electrical Construction
The Project has an expected duration of 540 days.
Obtaining the Bidding Documents
Information and Bidding Documents for the Project can be obtained at no cost on PennBid at https://pennbid.bonfirehub.com.
Prospective Bidders must register with PennBid to download documents. PennBid will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through PennBid. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than PennBid.
Pre-bid Conference
A non-mandatory pre-bid conference for the Project will be held on September 18th at 1:00 PM at South Hanover Township Municipal Building at 161 Patriot Way, Hummelstown, PA 17036. Attendance to pre-bid meeting is not mandatory but highly recommended.
Instructions to Bidders.
This Contract is expected to be funded in part with funds provided by the United States Department of Agriculture, Rural Utilities Service (RUS). For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Domestic Preference
This project is subject of the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.
