San Antonio Water System Central Cooling Plant
900 E. Commerce St., San Antonio, Texas 78206
This project will replace existing switchgear, unit substations, and motor control centers at SAWS’ Central Cooling Plant located at 900 E. Commerce. It is expected that this work will take place in strategic phases to minimize impact on operations because the plant must remain operational during construction. Work will require significant field verification and close coordination with SAWS chilled water operations and CPS Energy.

SAWS CENTRAL COOLING PLANT OPEN HOUSE
for Upcoming Request for Competitive Sealed Proposals (RFCSP)
An Open House will be held on June 17, 2026, from 10:00 AM (CDT) to 12:00 PM (CDT) to visit the San
Antonio Water System Central Cooling Plant Center that will be subject to the upcoming RFCSP
for San Antonio Water System.
Please note that, upon issuance of the RFCSP, a pre-submittal meeting will also be held along with a site
visit, which will provide firms with another opportunity to ask questions and visit the plant.
This upcoming RFCSP will include the following scope items:
1. Major Electrical Equipment to be replaced
* 5-kV Switchgear
* Unit Substations
* Motor Control Centers
2. Electrical Distribution Upgrades Scope of Work
* Replace existing SE1, SE2, and SE switchgear
* Demolish existing switchgear and associated equipment
* Consolidate into a new main-tie-tie-main 5-kV switchgear lineup
* Remove existing double-ended unit substations and replace with new double-ended unit
substations (SA/SB and SC/SD)
* Remove existing MCCs and replace with new MCCs (remove abandoned 5-kV MCC equipment
serving CWP 1-5)
* Install supporting improvements including housekeeping pads, cable trays, and conduit/power
cabling
3. Challenges:
a. Plant Must Remain Operational
b. Key Design Requirements
* Maintain chilled water production throughout construction
* Execute work in multiple phases
* Minimize operation disruptions
* Coordinate outages around plan operation requirements
* Preserve cooling capacity during equipment cutovers
4. Special Conditions
* Construction sequencing documents will identify:
- Required outages
- Affected equipment
- Operational impacts
- Estimated outage durations
* Significant field verification required to reconcile existing conditions
* Coordination required with SAWS Operations and CPS Energy
Attachment A: Open House Tour Procedures
1. Procedures to follow if you plan to attend the Open House Tour:
* RSVP to Yvonne.Rodriguez@saws.org with a list of your attendees.
A maximum of two (2) members per Firm will be allowed to attend the Tour.
o
* Attendees are required to wear Personal Protection Equipment (PPE) including safety
eyewear and steel-toed boots. If these items are not worn, attendees will not be permitted to
the Open House Tour.
* Arrive at the SAWS Cooling Plant, 900 E. Commerce St., San Antonio, Texas 78206, fifteen
(15) minutes prior to the start time.
* All attendees shall be escorted to the plant by SAWS personnel.
* All attendees shall sign in.
* The duration of the House is expected to be two (2) hours, excluding drive time.
* Q&A will be allowed during the open tour; photos and notes are also allowable.

Parking is available on site (inside black fencing) but is limited, overflow parking is responsibility of the
