Notice is hereby given, pursuant to Wyoming Statute Section 15-1-113 and Sections 16-6-701 through 16-
6-708, that the City of Casper, WY, will receive proposals until the time and date indicated in this
advertisement.
General Notice
City of Casper, Wyoming (Owner) will be requesting Proposals from Construction Manager at Risk (CMAR)
organizations (Proposers) for the construction of the following Project, and for related pre-construction
and procurement CMAR services:
Project Name: Sam H. Hobbs WWTP Improvements CMAR (SRF Project CW222; City of Casper Project
No. 24-071 - Name: Screw Pump Replacement and Headworks Improvements Project)
Owner will receive Proposals demonstrating the Proposer's qualifications and ability to provide CMAR
services and construct the Project in hard copy format at the City of Casper Engineering Office, 200 N.
David Street, Casper, Wyoming 82601 and/or electronically at www.questcdn.com using Quest Number
10148348 until August 4, 2026 at 5:00 P.M., Local Time. After that time, Owner will no longer accept
Proposals. See Request for Proposals (RFP) for details on preparation and submission requirements. If a
Proposal is sent by mail or other delivery system, the Proposal must be in an opaque envelope with the
words "PROPOSAL ENCLOSED" on the outside. An additional $15 fee will be required to submit a Proposal
electronically.
The CMAR Contract will include preconstruction services for the following Work:
a. Phase 1 Projects:
1) Improvements to Headworks
a) Replacement of process equipment (influent screw pumps and slide gates).
b) Replacement of HVAC equipment.
c) Improvements to building plumbing and hot water supply/feed system.
d) Architectural improvements (door replacement, painting and coating, architectural
repairs, etc.)
e) Structural modifications to the septage receiving station.
f) Replace lighting.
g) Wiring, electrical, and instrumentation work related to other improvements listed.
h) Paving, grading, and drainage improvements around Headworks structure.
i) Demolition/removals of abandoned equipment.
2) Improvements to the Mixed Liquor Splitter Box.
a) Replacement of slide gates.

3) Improvements to UV Disinfection.
a) Replace UV Disinfection equipment.
b) Channel modifications to accommodate new disinfection equipment.
c) New building over UV Disinfection equipment including related electrical, HVAC,
architectural, structural work.
4) Replacement of Secondary Clarifiers 3 and 4.
a) Replace clarifier mechanisms, scum baffles and weirs, effluent launder covers, and
related electrical and instrumentation components.
5) Other improvements that may be identified as part of the Preconstruction Phase.
An allowance will be established to assist with development of future Phase II. A future amendment is
anticipated to incorporate preconstruction services for future Phase II Projects:
a. Future Phase II Projects:
1) Expansion to the facility's secondary treatment process including but not limited to
construction of new treatment basins, clarifiers, and related ancillary facilities.
2) Upgrades to the existing dewatering facilities including replacement of dewatering
centrifuges, polymer storage and feed equipment, and biosolids conveyance equipment.
3) Improvements to the anaerobic digestion facilities including repairs or replacement of an
existing abandoned digester tank, and improvements to ancillary equipment and facilities.
4) Improvements to the sludge thickening facilities including upgrades or replacement of the
existing DAFT and polymer storage and feed equipment.
5) Replacement or refurbishment of process equipment throughout the plant including but not
limited to valves, gates, pipe coatings, pumps, etc.
6) Replacement of HVAC equipment at multiple facilities throughout the plant.
7) Replacement of electrical equipment and components at multiple facilities throughout the
plant.
8) Architectural improvements to multiple facilities throughout the plant including but not
limited to door/hardware replacement, architectural repairs, handrail/guardrails, painting
and coatings, etc.
9) Structural repairs to multiple facilities throughout the plant.
10) Improvements/updates to the Administration Building including but not limited to updated
lab, kitchen, locker/bathrooms, and garage.
11) Improvements to plant electrical distribution system.
12) Upgrades to plant SCADA including updated servers, software, hardware, integration, etc.
13) Demolition/removal of abandoned structures.
14) Site grading and paving.
15) Other items identified during the design and investigative phase to accommodate the phase
II projects.

Preconstruction services, including but not limited to value engineering constructability, risk review, cost
modeling, and scheduling from a qualified CMAR is desired. During the preconstruction process the CMAR
will develop a Guaranteed Maximum Price (GMP) or GMPs for review by the City. Approval of a GMP is
required before proceeding with any related construction activities related to that GMP.
An opinion of probable construction cost has yet to be determined at the current level of design. The
CMAR Contract has an expected start in September 2026.

The Proposal Documents may be downloaded from the designated website. All prospective Proposers are
urged to register with the designated website as an interested party, even if Proposers have obtained the

Proposal Documents may only be modified or supplemented by written Addenda delivered to all
document recipients.
Neither Owner, nor Owner's Consultant's will be responsible for Proposal Documents, including addenda,
if any, obtained from sources other than the official designated website listed herein.
Proposer must submit all questions about the meaning or intent of the Proposal Documents to Owner's
Project Team in writing. All questions shall be submitted by email to benjamin.haecherl@hdrinc.com as
Owner's Engineering Consultant on the Project. Questions are required to be submitted no later than July
23, 2026, at 5:00 P.M., Local Time.
Information Conference
An Information Conference and site visit regarding the CMAR Contract and CMAR selection process will
be held on Wednesday, July 14, 2025, at 1:00 P.M., Local Time at the Sam H. Hobbs Wastewater Treatment
Plant (2400 Bryan-Evansville Rd, Casper, WY 82609) and virtually through Teams. Attendance at the
Information Conference and the site visit is required, one (minimum) in person and others virtually.
A site visit will be held immediately after the informational conference. Proposers are encouraged to visit
the Site and conduct a thorough visual examination of the Site and adjacent areas. Attendees must
acknowledge the invitation by providing the names and number of people planning to attend the site visit
from their company to the following: benjamin.haecherl@hdrinc.com. This email is strictly for capturing
the site visit attendance. Maps with directions to the Site can be made available. No access to the Site
other than during this scheduled site visit will be available. Proposers are required to provide their own
transportation, and proper PPE.
Requirements for the Proposal
The Proposal must include the information described in the RFP and adhere to all requirements laid out
in W.S. 16-6-707, at minimum, to allow the Owner (a) to assess the qualifications of each Proposer to
successfully perform CMAR Preconstruction Services and complete the Work if amended to the
agreement, and (b) to rank the Proposer's qualifications objectively as compared to the qualifications of

other prospective Proposers. The information requested in the RFP must be provided completely and in
detail.

Details regarding the selection criteria and the selection process are included in the Request for Proposals.
Refer to the Proposal Documents for all further requirements regarding Proposals, CMAR selection, and
other Proposal submittals, qualifications, and procedures.

Project Funding
This project will be funded, in part or in whole, by the SRF program and the SRF funding requirements
apply. SRF Special Conditions are included as an Exhibit in the RFP.
A. This project is being funded, in part or in whole, by the SRF program and "Use of American
Iron and Steel" requirements as contained in Section 436 of H.R. 3547, The Consolidated
Appropriations Act, 2014, and as updated and revised in America's Water Infrastructure Act
of 2018 (AIS) apply to the contract.
B. Davis Bacon wages (29 CFR 5.5) will be required to be paid to any laborer or materialman
performing construction work for this contract and/or as a part of a subcontract.
C. All work shall conform to the Clean Water State Revolving Fund Loan Agreement between
the Wyoming State Loan and Investment Board and the City of Casper CW222
Applicable Statutes
Proposers shall meet all required Wyoming state statutes including but not limited to the following:
A. Proposals shall adhere to SRF and State Statutes alike. In accordance with Wyoming Statute
16-707(a), the resident preference provisions of Wyoming Statute 16-6-101 through 16-6-

107 apply to this project. These preferences include, but are not limited to, subcontractors,
materials, and laborers.
B. CMAR contract as well as subcontracts will be subject to Wyoming resident preferences in
accordance with some Wyoming Statutes including, but not limited to, W.S. 16-6-707 and
16-6-1001.
C. Qualified Disadvantaged Business Enterprises (DBEs) are encouraged to submit a Proposal
on this project. Entities submitting a Proposal that use a subcontractor(s)/supplier(s) are
required to make a good faith effort at soliciting DBE subcontractor/supplier participation.
Entities submitting a Proposal shall submit the required DBE Good Faith Effort
Documentation form and other related forms with their Proposals.
