Re: Action Required from our Vendor Community - Jefferson Parish Transition to New
Financial Management System
Dear Jefferson Parish Vendor,
Jefferson Parish is pleased to announce that we are transitioning to a new Financial
Management System - an Enterprise Resource Planning (ERP) solution by Infor Public Sector-
which will replace our current financial system. The new system is scheduled to go live on July 1,
2026, and represents a significant step forward in improving efficiency, transparency, and service
across our financial and procurement operations.
As part of this transition, Jefferson Parish will soon begin a phased migration from our
legacy Financial Management System to our new ERP. During this time, certain financial and
procurement activities will be limited or temporarily paused to shift workflows and data to the new
system. Specifically, this includes the issuance of new Purchase Orders, the awarding of new
contracts, and the processing of invoices for payment. We strongly encourage vendors to plan
accordingly to minimize any disruption to your operations.
Additionally, ALL VENDORS will be REQUIRED to register in the new Infor Supplier Portal
to interact with the Parish's Purchasing Department to ensure continued eligibility for payments
and contract opportunities with the Parish. Through the new Infor self-service Supplier Portal, our
vendors will be able to better manage their profiles, respond to solicitations, track Purchase
Orders, and upload invoices, certifications, insurance documents, and licenses.
Registering in the Infor Supplier Portal is MANDATORY. To assist our vendor community,
the Parish Purchasing Department will host two Infor Supplier Portal training sessions-details
are below and in the attached flyer.
The following are noteworthy dates to prepare you for our transition to the new Infor ERP:
* May 8th - Supplier Portal Training at East Bank Regional Library (first of two training
opportunities)
* May 15th - Supplier Portal Training at General Government Building, Gretna (final training
opportunity)
* May 22nd - Final day for issuance of new Purchase Orders
* June 5th - Final day to submit invoices for payment
* June 13th - June 30th - full stop of accounting processes
We strongly encourage all vendors to submit invoices, payment requests, and any outstanding
documentation as early as possible, no later than June 5th, to help minimize potential delays.
Please be assured that every effort is being made to complete this transition as efficiently as
possible. We expect normal accounting operations to resume in early July as our Finance team
and Infor are committed to minimizing any disruption to our valued vendor partners.

ordinance was offered:
SUMMARY NO. 26706 ORDINANCE NO. 27150
An ordinance declaring a portion of Texas Street right-of-
way, Oakdale Subdivision, Section B, previous municipal
address 431 Holmes Blvd., Terrytown, no longer needed for
a public purpose, and authorizing the advertisement for the
sale of said property pursuant to the provisions of the
Jefferson Parish Code of Ordinances, Section 2-951, et seq.,
and providing for related matters. (Council District 1)
WHEREAS, Jefferson Parish acquired Texas Street (formerly Vermont Street)
right-of-way, Oakdale Subdivision, Section B, Jefferson Parish, Louisiana, per dedication
per plan by F.B. Grevemberg, dated June 25, 1931, registered at Plan Book 15, folio 24-
O; Cabinet E, Slides 21-C&D; and
WHEREAS, a portion of said right-of-way, as shown on a survey by Dufrene
Surveying & Engineering Inc., dated November 25, 2025, revised January 22, 2026, is no
longer needed for the reasons acquired and Jefferson Parish now desires to sell said
property pursuant to the provisions of the Jefferson Parish Code of Ordinances Section 2-
951, et seq.; and
WHEREAS, Jefferson Parish shall reserve a 10' sewer servitude as shown on said
survey; and
WHEREAS, Wayne Sandoz & Associates, Inc. has determined the current fair
market value of property, measuring 9,161 square feet, to be $57,300.00, or $6.25 per sq.
ft.; and
WHEREAS, the minimum bid is set at $59,150.00, which represents said current
fair market value, plus appraisal and survey costs of $1,850.00; and
WHEREAS, Jefferson Parish desires to sell this property pursuant to Jefferson
Parish Code of Ordinances Section 2-951, et seq., to the highest bidder via public bid, as
long as said bid equals at least $59,150.00.
NOW, THEREFORE, THE JEFFERSON PARISH COUNCIL HEREBY ORDAINS:
SECTION 1. That a portion of Texas Street right-of-way, Oakdale Subdivision,
Section B, previous municipal address 431 Holmes Blvd., Gretna, as shown on a survey
by Dufrene Surveying & Engineering Inc., dated November 18, 2025, revised January 22,
2026, is declared to be no longer needed for any public purpose and that Jefferson Parish
is hereby authorized to sell said property through the public bid process, through manual
submission only.
SECTION 2. That the advertisement and the sale of said property, pursuant to the
provisions of the Jefferson Parish Code of Ordinances, Section 2-951, et seq., to the
highest bidder, as long as the minimum bid reaches the sum of $59,150.00, is hereby
authorized.
SECTION 3. That said sale is subject to the following conditions: Jefferson
Parish shall reserve a 10' sewer servitude as shown on said survey.
SECTION 4. That the sale proceeds shall be deposited into Budget Account No.
22200-0000-5851 (fixed assets for Department of Streets).
SECTION 5. That the Council Chairwoman, or, in her absence, the Vice-Chairman,
is authorized to sign any and all documents required to carry out the provisions of this
ordinance.
The foregoing ordinance having been submitted to a vote, the vote thereon was as
follows:

The ordinance was declared adopted on this the 8th day of April, 2026, and shall
become effective as follows, if signed forthwith by the Parish President, ten (10) days after
adoption; thereafter, upon the signature by the Parish President, or, if not signed by the
Parish President, upon expiration of the time for ordinances to be considered finally
adopted without the signature of the Parish President, as provided in Section 2.07b of the
Charter. If vetoed by the Parish President and subsequently approved by the Council, this
ordinance shall become effective on the day of such approval.

JEFFERSON PARISH PURCHASE AND SALE AGREEMENT
THIS AGREEMENT is made and entered into by and among
__________________________________________________ (hereinafter called "Buyer") and
JEFFERSON PARISH, STATE OF LOUISIANA (hereinafter called "Seller"), pursuant to authority
of Resolution No. , adopted the day of , 2026, a copy of which is attached hereto.
W I T N E S S E T H:
1) Agreement to Sell and Purchase. Seller hereby agrees to sell and convey to Buyer, and
Buyer hereby agrees to purchase and take from Seller, subject to and in accordance with all of
the terms and conditions of this agreement, the following property to-wit:
A PORTION OF TEXAS STREET RIGHT-OF-WAY, OAKDALE SUBDIVISION,
SECTION B, Jefferson Parish, which measures approximately 9,161 sq. ft., all as
shown upon a survey by Dufrene Surveying & Engineering, Inc., dated November
25, 2025, revised January 22, 2026, which is attached hereto and made a part
hereof.
2) Purchase Price; Method of Payment. The purchase price for the Property, hereinafter
called the "Purchase Price," shall be $______________________________. The Purchase Price
shall be payable in cash on the Closing Date (hereinafter defined). Pursuant to Code of
Ordinances, Jefferson Parish, Louisiana 2-959(4), no offer to purchase will be considered that
does not equal or exceed the sum of $59,150.00, hereinafter called the "Minimum Price," as
established in the report of the appraiser commissioned by Seller to evaluate said Property, plus
costs borne by Seller.
3) Acceptance of Agreement. This sale will be made by solicitation of sealed bids with the
Property sold to the highest bidder, provided that such bid equals or exceeds the Minimum Price
established for this sale. This offer is subject to the final approval of the Jefferson Parish Council
and becomes a binding obligation upon the signature of an appointed representative of the
Jefferson Parish Council duly authorized by an Ordinance adopted pursuant to Code of
Ordinances, Jefferson Parish, Louisiana 2-959(5). The Jefferson Parish Council reserves the
right to reject any and all bids at its discretion.
4) Deposit. Pursuant to Code of Ordinances, Jefferson Parish, Louisiana 2-959(4), all
offers to purchase must be accompanied by a ten (10) percent down payment, which shall be
either an original cashier's check or an original certified check, made payable to "Jefferson Parish
Pooled Cash" which sum is herein called the "Deposit." The Deposit shall be applied, exclusive
of interest, against the sale price of the Property at the Closing of the Sale and purchase of the
Property (the "Closing"), or refunded to Buyer if this Agreement is not accepted by the Jefferson
Parish Council or refunded as provided for herein.
5) Closing. The Closing is to be held before a Notary Public selected by Seller on a date
(hereinafter called the "Closing Date") no later than sixty (60) days from the date of Acceptance
of the Agreement, as defined above; provided, however, that if bona fide curative work in
connection with the title is required, Buyer agrees to and does extend the time for holding the
Closing for an additional period of thirty (30) days.
6) Title. (a) Buyer hereby agrees to acquire the Property without any warranty of title to or
the use of the Property whatsoever and without any recourse against Seller for the return of any
part of the purchase price, but with full subrogation of rights against preceding owners, subject to
all zoning restrictions, all encumbrances, all servitudes, and all rights-of-way.
(b) Prior to the Closing, Buyer shall have the right to review title to the Property, and, if there is
any matter of record other than the Permitted Exceptions, and Seller cannot cure such matters,
