attached List of Surplus Vehicles to the highest bidder subject to the terms of this Invitation For Bid (IFB).

The City of Newton has arranged with the Auctioneer to auction the surplus police vehicles shown on
the attached list. Bidders should attend the auction in person at the address above and publicly bid in
accordance with the Auctioneer’s rules and regulations.
FOR SALE: The City of Newton has declared the vehicles on the attached List of Surplus Vehicles as
SURPLUS to be sold to the highest bidder.
All items to be sold “AS IS” “WHERE IS”, in accordance with this IFB**.
SUCCESSFUL BIDDERS MUST REMOVE THE VEHICLE(S) IN ACCORDANCE WITH THE
REQUIREMENTS OF THE AUCTIONEER AND ALSO IMMEDIATELY REMOVE ANY AND
ALL CITY MARKINGS UPON RECEIPT OF TITLE AND/OR BILL OF SALE.
(**”The Massachusetts Used Car Lemon Law, M.G.L. c.90 7N1/4 does not apply to the sale of these
vehicles.”)
CITY EMPLOYEES MUST COMPLY WITH THE PROVISIONS OF G.L. 268A WHEN BIDDING
SURPLUS EQUIPMENT. THEY MUST ALSO FILE A DISCLOSURE WITH THE CITY CLERK’S
OFFICE.
All items offered for sale as listed without warranty, guarantee or liability of any kind on the part of the City
of Newton.

so that we may add you to the Bidders List and you will be notified of any/all addendums.
Bidders requiring clarification or interpretation of this Invitation For Bids shall make a written request to the
Chief Procurement Officer, at purchasing@newtonma.gov or via facsimile (617) 796-1227. The City will
answer such requests if received by Friday, December 1, 2023 at 12:00 noon.
If you wish to receive notification of bids, please email us your company information to
purchasing@newtonma.gov, otherwise you may view all City of Newton public bids online at
www.newtonma.gov/bids.
Prior to December 1, 2023, all vehicles may be inspected by calling Capt. G. Edward Mead of the Newton
Police Department at 617-796-2170. Vehicle inspections can be conducted between the hours of 9:00 a.m.
3:30 p.m., Monday through Friday. After that date the vehicles may be inspected at the Auctioneer’s lot.
Questions regarding eligibility to participate in the auction and procedures before, during and after the
auction should be addressed to America’s Auto Auction Inc. (781) 596-8500.
The City may reject any and all bids in accordance with the above referenced General Laws, and reserves the
right to negotiate the sale of the vehicles with a purchaser that will pay more than the highest price bid at
auction. In addition, the City reserves the right to waive any informalities in any or all bids, or to reject any
or all bids (in whole or in part) if it be in the public interest to do so.
