1. Introduction
The MSUA is seeking proposals from qualified developers, builders, or individuals to
purchase and develop MSUA owned land located at 411 N. Main St., Miami, OK 74354. The
goal is to attract a buyer that will complement the surrounding area, serve the needs of
residents and visitors, and contribute to the economic vitality of the community.
2. Property Overview

- Lots 16-21, BLK 11 Wea III & Vacant Lots 22-27, BLK 11 Wea III
- Setback Front & Rear 25’ Total Property For Sale Approximately 142’ x 260’
- Parking:
- Zoning: C5 General Commercial District
- Utilities: Electric, Water, Natural Gas, Sewer and Waste Management
3. Development Objectives
The MSUA is seeking applicants that will:
- Meet local zoning and building regulations.
- Provide goods or services consistent with community needs.
- Operate in a professional, safe, and lawful manner.
- Maintain an attractive and well-kept storefront.
- Contribute positively to the economic development and image of the City of Miami.
The MSUA is open to a variety of retail uses, including but not limited to a: café, specialty
retail, healthcare facility, service shop, or restaurant.
4. Proposal Requirements
Proposals should include the following information:
1. Cover Letter
- Brief introduction of the applicant/organization.
- Contact information (name, title, address, phone, email).
2. Business Concept & Use
- Description of proposed use (type of retail/service).
- Target market and expected customer base.
- Hours and days of operation.
3. Business Plan & Experience
- Summary of business history or relevant experience.
- Financial capacity to purchase and operate the space.
- Marketing and operations plan.
4. Space Requirements
- Proposed improvements.
- Timeline for occupancy.
5. Financial Proposal
- Proposed purchase price.
- Any requested incentives or concessions.
5. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Proposal Bid Amount
- Alignment with community needs and vision.
- Experience and qualifications of the proposer.
- Strength and feasibility of the business plan.
- Financial capacity and creditworthiness.
- Reasonableness of proposed purchase terms.
- Overall benefit to the City and surrounding area.
6. Environmental and Title Contingencies
Any award, contract, agreement, purchase, lease, conveyance, or other transaction resulting from
this Request for Proposals ("RFP") is expressly contingent upon MSUA’s completion, to its
satisfaction, of any necessary actions to resolve identified environmental conditions and title
abnormalities affecting the property. The MSUA will be responsible for working with state and
federal entities in correcting, curing, remediating, or otherwise addressing any environmental
conditions, contamination, hazardous substances, or other environmental matters identified through
due diligence. MSUA will correct any title defects, liens, encumbrances, survey discrepancies,
boundary issues, or other title abnormalities that materially affect MSUA's ability to convey or
transfer the property as contemplated by this RFP.
The MSUA reserves the right to postpone negotiations, extend applicable deadlines, or delay
closing as reasonably necessary to complete such corrective actions. If MSUA determines that
identified environmental conditions or title abnormalities cannot be corrected on terms acceptable
to MSUA, or within a reasonable period of time, MSUA may reject all proposals, cancel this RFP,
terminate negotiations, or withdraw from the transaction without liability to any proposer. No
proposer shall acquire any vested right or entitlement to the property until a definitive agreement
has been executed and all applicable contingencies have been satisfied or waived by MSUA.

8. Terms and Conditions
- The MSUA reserves the right to reject any or all proposals.
- The MSUA may request additional information or conduct interviews.
- Development must comply with local zoning, building codes, and approvals.
- All costs incurred in preparing and submitting a proposal are the responsibility of the
proposer.
