This document constitutes a Request for Proposals for Personal Service Contract from qualified
individuals and organizations to furnish those services as described herein for the City of
Henderson.

III. PURPOSE AND NEED
The City of Henderson has been awarded funding through the U.S. Department of
Transportation's Safe Streets and Roads for All (SS4A) Supplemental Planning Grant
Program.
The project is intended to supplement the regional Safety Action Plan by addressing
Henderson's unique transportation safety needs through:
Development of an ADA Transition Plan
Completion of a Pedestrian Safety Study
Road Safety Audits at prioritized locations
Enhanced public engagement
Identification and prioritization of future safety improvement projects
To address these needs, the City proposes a comprehensive pedestrian-focused safety study
that will analyze crash trends, identify high-risk locations, and develop a prioritized list of
infrastructure and systemic improvements to enhance pedestrian safety. The study will also
evaluate city-owned pedestrian facilities to identify opportunities to improve compliance with
the Americans with Disabilities Act (ADA) and ensure the transportation system is accessible

to residents and visitors of all abilities.
A strong public engagement process is also needed to supplement technical analysis and
ensure that the plan reflects the experiences and concerns of community members. Building
on outreach previously initiated by the Metropolitan Planning Organization (MPO), the City
will conduct expanded in-person meetings throughout the community to gather feedback on
safety concerns, mobility challenges, and locations where residents feel unsafe walking.
Finally, road safety audits will be conducted at locations identified through the Action Plan and
crash analysis to further evaluate site-specific safety issues and develop conceptual
improvements for high-crash areas. These audits will help the City identify practical,
implementable solutions that reduce crash risk and improve overall pedestrian safety.

V. SCOPE OF WORK
The following is a sample of the proposed scope of services. The final scope of services will be
determined in consultation with the successful consultant. The City reserves the right to add to or
delete any item from this proposal or resulting agreements when deemed to be in the best interest
of the City.
The selected Consultant shall provide professional planning, engineering, and public engagement
services necessary to support the City's Safe Streets and Roads for All (SS4A) Supplemental
Planning Grant. The project will supplement the regional Safety Action Plan by addressing
Henderson's specific transportation safety needs through the development of an ADA Transition
Plan, completion of a citywide Pedestrian Safety Study, Road Safety Audits at prioritized
locations, public engagement activities, and the identification and prioritization of future
transportation safety improvement projects.
Development of an ADA Transition Plan - Inventory and evaluate pedestrian facilities
and public rights-of-way to identify accessibility barriers, prioritize improvements, and
develop an implementation strategy to improve ADA compliance.
Completion of a Pedestrian Safety Study - Conduct a comprehensive citywide
assessment of pedestrian safety, including crash history analysis, identification of high-
risk corridors and intersections, evaluation of roadway characteristics and accessibility
barriers, and recommendations for improving pedestrian safety and connectivity.
Road Safety Audits at Prioritized Locations - Perform field evaluations of high-crash
corridors and intersections to identify safety concerns, evaluate existing conditions, and
recommend practical, cost-effective safety improvements.

Enhanced Public Engagement - Develop and implement a public involvement strategy
that includes stakeholder coordination, public meetings, community outreach, and
opportunities for public input to help guide project recommendations.
Identification and Prioritization of Future Safety Improvement Projects - Develop a
prioritized list of transportation safety projects based on engineering analysis, crash
data, community input, and planning-level cost estimates to support future funding
opportunities.
Planning and Engineering Support - Prepare all necessary planning documents,
engineering studies, conceptual improvement alternatives, planning-level cost estimates,
and materials to support public meetings and project development.
VI. SPECIAL INSTRUCTIONS
The City may retain any of the advertised services to be performed by in-house state forces.

VIII. METHOD OF DESIGN
The selected Consultant shall utilize the most recent CADD Standards for Highway Plans Policy
in the development of the highway plans.
IX. ENVIRONMENTAL
Any necessary planning Environmental Services will be provided by the Consultant.
X. PHOTOGRAMMETRIC SERVICES
The Consultant will be responsible for obtaining mapping and LIDAR data. The selected
Consultant shall supplement this information with conventional surveying as needed.
XI. STRUCTURE DESIGN
The selected Consultant may identify potential structural improvements as part of the planning
process. Any structure-related recommendations shall be limited to conceptual or planning-level
evaluation and shall include sufficient information to support project prioritization and preliminary
cost estimates. Final structural design services are not included in this planning project and would
be procured separately, if needed.
XII. GEOTECHNICAL SERVICES
The selected Consultant may review available geological, mining, or other geotechnical
information when necessary to evaluate potential safety improvements or project alternatives.

Geotechnical services under this planning project shall be limited to planning-level review and
recommendations. Any detailed geotechnical investigation, testing, or design services required
for future project implementation are not included in this scope and would be procured separately,
if needed.
XIII. TRAFFIC
The Traffic projections and related information will be provided by the Consultant.
XIV. UTILITIES
The Consultant will be responsible for determining the existing locations of utilities to determine
feasibility of redesign or utility relocation and cost estimates.

* Note - These prequalifications are not required with the initial proposal as it is uncertain to
the extent practicable if they are necessary. Should these services become necessary during
the delivery of the project in this or future phases, the selected Consultant team must obtain
the required qualifications before providing those services or bring on a prequalified
subconsultant at that time.

XVIII. EVALUATION FACTORS
Consultants will be evaluated by the selection committee based on the following, weighted factors:
1. Past record of performance on projects similar in type and complexity. Including SS4A,
Safety Action Plans, pedestrian safety studies, or comparable transportation planning
projects (20 Points)
2. Capacity to comply with project schedule. (15 Points)

3. Consultant's understanding of the project goals and proposed approach to complete the
SS4A Supplemental Planning Grant scope of services. (20 Points)
4. Quality and completeness of proposed project deliverables and public engagement
approach. (20 Points)
5. Relative experience and qualifications of consultant personnel assigned to the project,
including experience with KYTC, federal, state, and local transportation planning and
safety projects. (15 Points).
6. References. (10 Points)
Following receipt of the Statements of Qualifications, each response will be evaluated individually
by the appointed committee and firms will be ranked based on the evaluation criteria. When three
or more qualified firms respond, the City intends to rank at least three firms based on the
evaluation criteria. The committee will then conduct interviews with the highest scoring proposals.
Following interviews, the highest ranked firm will be notified and a contract negotiated.
For state-funded projects, if a Selection Committee vote results in a tie between two (2) firms, one
(1) of which will perform more of the work tasks in Kentucky than the other, then the former firm
shall be ranked one (1) place ahead of the latter.
Upon completion of successful negotiations, a contract will be submitted to the Board of
Commissioners for approval. Award of the contract is subject to approval by the Board.

SUBMISSION REQUIREMENTS
The City shall evaluate all proposals based on the criteria outline below. Failure to submit any of
the items outlined below may result in the proposal being eliminated from consideration.
Each proposing firm shall submit one (1) original printed response to the RFQ and seven (7)
copies along with one (1) electronic copy (via thumb drive) in a sealed envelope with the title
"RFQ for Professional Services - Safe Streets for All Pedestrian Access Study" clearly marked in
the bottom left corner. Each proposing firm shall include the following in their proposal:
1. Cover Letter and Statement of Interest
Letter of interest identifying the firm's intent to provide services for the project.
Name, address, telephone number, and email address of the primary contact.
Statement confirming the firm's ability to complete the project within the proposed
schedule and budget.
2. Background and Consultant Experience
Overview of the firm's experience providing transportation planning, roadway safety
analysis, pedestrian and bicycle planning, ADA accessibility planning, and related
services.
Description of experience with Safe Streets for All (SS4A), Vision Zero, Safety Action
Plans, or similar federally funded transportation safety initiatives.
Examples of comparable projects completed within the past five years.
Provide a minimum of three (3) professional references for similar projects completed by
the firm. Include project name, client organization, contact information, scope of services
provided, and completion date.
3. Project Understanding and Approach
Description of the Consultant's understanding of the City's transportation safety needs
and project objectives.
Proposed methodology for completing the ADA Transition Plan, Pedestrian Safety Study,
Road Safety Audits, public engagement activities, and development of recommendations.
Description of anticipated deliverables and how recommendations will support future
implementation projects and funding opportunities.
4. Project Team
Identification of the project manager and key personnel assigned to the project.
Resumes and qualifications of key staff
The selected Consultant and any proposed subconsultants must be eligible to participate
in federally funded projects and must not be suspended, debarred, or otherwise excluded
from participation in federal assistance programs.

5. Project Schedule
Proposed timeline identifying major tasks, milestones, deliverables, and anticipated
completion date.
Demonstration of the ability to meet grant requirements and coordinate with City staff and
project stakeholders.
