NOTICE OF COMPETITVE CONTRACT RFP
The Township of West Orange is soliciting proposals through the competitive contracting process in
accordance with N.J.S.A. 40A:11-4.1, et seq. for the following service:
Professional Planning and Technical Services For:
SAFE STREETS AND ROADS FOR ALL, STUDIES, AND
SUPPLEMENTAL PLANNING
Proposal forms may be obtained in person at the Township of West Orange, 66 Main Street, Purchasing
Room 111, County of Essex, West Orange, NJ 07052, Monday to Friday during regular business hours 8:30
a.m. to 4:30 p.m. or by emailing preynolds@westorange.org. Bid can also be obtained at
www.westorange.org/bids
All proposal addenda will be issued on the Township Website www.westorange.org/bids. All interested
respondents should check the website from now through bid opening. It is the sole responsibility of the
respondent to be knowledgeable of all addenda related to this procurement.
Sealed proposals clearly marked with the title of project and name and address of party making submission,
addressed to the West Orange Township Purchasing Department will be received by mail, or hand delivery,
at the Municipal Building, 66 Main Street, West Orange, NJ 07052 on or before April 9, 2026 at 10:00am and
will be publicly opened and read at that time in the Council Chambers on the same day. No bids received
after that time will be considered.
This project is funded in whole or in part by the U.S. Department of Transportation (USDOT) Safe
Streets and Roads for All (SS4A) Planning and Demonstration Grant Program and is subject to the
Build America, Buy America Act (Pub. L. 117-58), and its implementing regulations at 2 CFR Part
184. All demonstration, temporary, modular, or pilot materials purchased or installed using SS4A
funds are subject to Build America, Buy America (BABA) requirements unless a waiver is approved
by USDOT. The consultant will be responsible for ensuring and documenting compliance of all
covered materials prior to installation.
The Township, known dually as the Recipient, in accordance with the provisions of the Title VI of
the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby
notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this
advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to
submit bids in response to this invitation and will not be discriminated against on the grounds of
race, color, or national origin in consideration for an award.
Bidders are required to comply with the Affirmative Action requirements of N.J.S.A. 10:5-31 et seq. and
N.J.A.C. 17:27 and have a New Jersey Business Registration Certificate P.L. 2004, c.57

PROFESSIONAL SERVICES REQUESTED:
The Township of West Orange requests proposals from qualified professional consulting firms to
provide planning and technical support services under the U.S. Department of Transportation
(USDOT) Safe Streets and Roads for All (SS4A) Program, Planning and Demonstration Grant
Program. The project will consist of two focused safety studies; a Vulnerable Road User (VRU)
Safety Study, and a Roadway Lighting Safety (RLS) Study with respective mapping components.
Both studies are intended to support a data-driven, analysis-based approach to reducing roadway
fatalities and serious injuries by informing future safety improvement projects and update the
Township's Vision Zero Action Plan.

PURPOSE OF REQUEST
The Township of West Orange will be in need of qualified professional consulting firms to provide
planning and technical support services under the U.S. Department of Transportation (USDOT)
Safe Streets and Roads for All (SS4A) Program, Planning and Demonstration Grant Program.

GLOSSARY
The following definitions shall apply to and are used in this Request for Qualification:
"Township" - refers to the Township of West Orange.
"Qualification Statement" - refers to the complete response to this RFP submitted by the
Respondents.
"Qualified Respondent" - refers to those Respondents who (in the sole judgment of the
.
(Township) has satisfied the qualification criteria set forth in this RFQ.
"RFP" --- refers to this competitive contracting process in accordance with N.J.S.A. 40A:11-4.1, et seq.
for the following service
'Respondent" or 'Respondents"- refers to the interested party that submitted a Qualification
Statement.

PROFESSIONAL SCOPE OF SERVICES:
The project will consist of two focused safety studies; a Vulnerable Road User (VRU) Safety Study,
and a Roadway Lighting Safety (RLS) Study with respective mapping components. Both studies
are intended to support a data-driven, analysis-based approach to reducing roadway fatalities
and serious injuries by informing future safety improvement projects and update the Township's
Vision Zero Action Plan.
Professionals with licensing and experience with the U.S. Department of Transportation (USDOT)
Safe Streets and Roads for All (SS4A) Program, Planning and Demonstration Grant Program are a
must to perform the services set forth in this Request for Proposal.
The following is a brief description of the professional services needed, including, where
appropriate, a description of tasks involved. Services are not limited to what is described herein.
1. Data Collection & Existing Conditions Analysis:
a. Compile and analyze crash data with emphasis on;
i. Vulnerable road user crashes;
ii. Nighttime and low-light condition crashes;
b. Review roadway characteristics, traffic volumes, and speed data;
c. Review Township's Vision Zero Action Plan;
d. Inventory existing lighting and assess against current USDOT standards;
e. Review local, county, state, and federal safety plans;
f. Preparation of existing condition and existing inventory maps.
2. Vulnerable Road User (VRU) Safety Study:
a. Review Township's Vision Zero Action Plan;
b. Identify high risk locations and corridors;
c. Analyze crash patterns, severity, and contributing factors;
d. Evaluate risk factors such as, but not limited to; speed, visibility, access;
e. Identify evidence-based countermeasures;
f. Develop planning-level cost estimates and implementation considerations;
g. Develop criteria to prioritize improvements and provide; near, mid- and long-
term actions;
h. Align recommendations with future implementation grant opportunities
(county, state and federal);
i. Prepare mapping for public and stakeholder engagement;
j. Prepare final reports for digital public distribution;
k. Update the Township's Vision Zero Action Plan based on, but not limited to
the; data, results, and recommendations of the VRU Safety Study.
3. Roadway Lighting Safety (RLS) Study;
a. Review Township's Vision Zero Action Plan;
b. Review existing lighting infrastructure and policies;
c. Identify inconsistencies and outdated lighting practices;
d. Evaluate lighting needs at intersections, crossings, and high-risk corridors

e. Analyze nighttime and low-light condition crashes;
f. Assess correlation between lighting conditions and crash outcomes;
g. Identify lighting-related safety countermeasures consistent with Federal
Highway Administration (FHWA);
h. Develop planning-level cost estimates and implementation considerations;
i. Develop criteria to prioritize improvements;
j. Align recommendations with future implementation grant opportunities
(county, state and federal);
k. Prepare mapping for public and stakeholder engagement to present both
studies;
l. Prepare final reports for digital public distribution;
m. Update the Township's Vision Zero Action Plan based on, but not limited to
the; data, results, and recommendations of the RLS Study.
4. Public and Stakeholder Engagement;
a. Coordinate with advocacy groups, schools, and community organizations;
b. Attend 6 meetings with the Township to coordinate work plans and schedules
compliant with SS4A requirements;
c. Coordinate and attend a meeting with the Township Council to present both
studies and updates to the Vision Zero Action Plan;
5. Reporting & SS4A Compliance;
a. Prepare draft and final study reports;
b. Ensure alignment with SS4A Planning Grant requirements;
c. Maintain records suitable for federal audit;
d. Update and finalize Vision Zero Action Plan's list of projects and strategies

PROFESSIONAL LICENSURES AND EXPERIENCE REQUIREMENTS
1) Nationally Certified and Licensed Professional Planner with a Bachelor's degree in Business
or Public Administration, Economic Development, Finance, Economics, Urban Development,
Marketing, Planning or a closely related field from an accredited college or university
2) Prior experience with the administration of SS4A grants and demonstration studies.
Submission of at least five (5) references within the last five (5) years, with contact
information, including;
a) Name of contracting company or government agency
b) Contact person's name, position, and current telephone number
c) Dates, cost and scope of service
3) Business name, the principal place of business, and if different, the place where services will
be provided.
4) Respondents must have a minimum of five (5) years' experience.
5) The education, qualifications, experience, and training of all persons who would be assigned
to provide services along with their names and titles.
6) A listing of all other engagements where services of the types proposed, were provided in the
past. This should include other Township governments, businesses, or other government
entities. Contact information for references must be provided.
7) A statement shall be provided by respondent that neither its firm nor any individual
assigned to this engagement are disbarred, suspended, or otherwise prohibited from
professional practice by any federal, state, or local agency.
8) The attached submission form can be replaced with respondents own prepared resume. All
questions must be addressed as requested.
TIME OF COMPLETION
All work including the final updated Action Plan, must be completed no later than August
2029 to align with the executed Grant Agreement's "Planned SS4A Final Report Date".
PAYMENT TERMS
1) The Firm and/or Vendor shall submit invoices for actual number of hours worked at the
established hourly rate, date of service, title of personnel and itemized breakdown of the
actual work performed and materials for the services provided. No Payment will be made
unless an itemized breakdown of labor and material is included.

2) No payment will be made unless duly authorized by the Township's Engineer and
accompanied by the proper documentation.
3) The Township of West Orange typically meets on the second & fourth Tuesday of each
month for Council Meetings. Payments are authorized at the Council Meeting on the
second and fourth Tuesday of the month. The Township will only authorize (1) payment
per month. In order to make the monthly bill list, payment requests must be submitted
to the Engineer's office in accordance with the project payment schedule that will be
provided during the project kick-off meeting. Meetings are subject to be cancelled or
changed at the Council's discretion without notice.

INFORMATION TO BE PROVIDED IN BID SUBMISSION
Consultant Profile: Provide an overview of the consultant's experience and qualifications
References: Provide contact information for at least three references the consultant has worked
with
Cost Proposal: Present detailed budget, including all costs associated with the scope of work
outlined.
SUBMISSION OF PROPOSALS
1. Sealed bid shall be received by the contracting unit, Township of West Orange, Essex
County, New Jersey (hereinafter referred to as "TOWNSHIP") in accordance with public
advertisement as required by law, with a copy of said notice being attached hereto and
made a part of these specifications.
2. Sealed bid will be received by the designated representative at the time and place stated in the
Notice to Bidders, and at such time and place will be publicly opened and read aloud.
3. Submit the bid in a sealed envelope addressed to the:

a. Bearing the name and address of the vendor written on the face of the envelope
b. Clearly marked "PROPOSAL" with the contract title.
4. It is the vendor's responsibility to see that proposals are presented to the TOWNSHIP on the time
and at the place designated. Bids may be hand delivered or mailed; however, the TOWNSHIP
disclaims any responsibility for a bid forwarded by regular or overnight mail. If the bid is sent by
express mail service, the above address must also appear on the outside of the express mail
envelope. Bids received after the designated time will be returned unopened.
5. Sealed bids forwarded to the TOWNSHIP before the time of opening may be withdrawn with a
written request and evidence showing that the individual is or represents the principal or
principals involved in the proposal. Once proposals are opened, they shall remain firm for a
period of sixty (60) calendar days.
6. All prices and amounts must be written in ink or preferably machine-printed.
a. Bids containing any conditions, omissions, unexplained erasures or alterations, items
not called for in the proposal form, attachment of additive information not required by
the specifications, or irregularities of any kind, may be rejected by the TOWNSHIP. Any
changes, whiteouts, strikeouts, etc. in the proposal must be initialed in ink by the person
signing the proposal.
7. Respondents must submit an original and one (1) copy of the proposal. Copy should be provided
on an external hard drive.

8. Each bid form must give the full business address, business phone, fax, e-mail if available,
and the contact person of the bid. An authorized representative must sign your submission
as follows:
a. Bids by partnerships must furnish the full name of all partners and must be
signed in the partnership name by one of the members of the partnership or
by an authorized representative, followed by the signature and designation of
the person signing.
b. Bids by corporations must be signed in the legal name of the corporation,
followed by the name of the State in which incorporated and must contain the
signature and designation of the president, secretary or another person
authorized to bind the corporation in the matter.
c. The proprietor shall sign proposals by sole-proprietorship.
INTERPRETATION AND ADDENDA
1. The vendor understands and agrees that its proposal is submitted based on the
specifications prepared by the TOWNSHIP. The vendor accepts the obligation to
become familiar with these specifications.
2. Vendors shall examine the specifications and related proposal documents with care
and observe all their requirements. Ambiguities, errors, or omissions noted by
vendors should be reported promptly in writing to the appropriate official. Any
prospective vendor who wishes to challenge a proposal specification shall file such
challenges in writing with the contracting agent no less than three business days prior
to the opening of the proposals. Challenges filed after that time will not be
considered and having no impact on the contracting unit or the award of the contract
pursuant to N.J.S.A. 40A:11-13. In the event the vendor fails to notify the TOWNSHIP
of such ambiguities, errors, or omissions, the vendor will be bound by the
requirements of the specifications and the vendor's submitted proposal.
3. No oral interpretation and or clarification of the meaning of the specifications for any
goods and services will be made. Such request shall be in writing, addressed to the
TOWNSHIP'S representative stipulated in the specification. In order to be given
consideration, a written request must be received at least seven (7) business days
prior to the date fixed for the opening of the proposal for goods and services.
a. All interpretations, clarifications and any supplemental instructions will be in
the form of written addenda to the specifications, and will be distributed to
all prospective vendors, in accordance with N.J.S.A. 40A:11-23. All addenda
so issued shall become part of the specification and proposal documents, and
shall be acknowledged by the vendor in the proposal. The TOWNSHIP'S
interpretations or corrections thereof shall be final.
